This specific role is for a Project Manager (XM) supporting Naval Facilities Engineering Systems Command Europe, Africa, Central (NAVFAC EURAFCENT) at NSA Naples (Capodichino), with temporary travel to NSA Bahrain. The primary duties involve planning, estimating, scheduling, engineering, project management, and administrative services for facilities and engineering support.

Requirements

If an Architect: Completion of a course of studies accredited by the National Architectural Accrediting Board (NAAB) for an architectural program from a college or university earning a Bachelor’s or Master’s degree in architecture, supplemented by a considerable amount of hands-on facilities design experience, is required.
Bachelor’s degree in a National Council of Architectural Registration Boards (NCARB) accredited Architectural program or approved equivalent experience and minimum of 5 years of architectural design including at least 1 year working on facilities projects for a Federal Agency.
Minimum of 5 years of professional architecture, including facilities design experience for construction of new or repair of existing facilities, including renovation design experience, is required.
If an Engineer: Completion of a course of studies from an Accreditation Board for Engineers and Technology (ABET) accredited Engineering program from a college or university with a bachelor’s or master’s degree in engineering, supplemented by a considerable amount of hands-on design experience, is required.
Minimum of 5 years of professional engineering, including facilities design experience for construction of new or repair of existing facilities, including at least 1 year working on Capital Improvement projects for a Federal Agency, is required.
Knowledge skills and experience with Microsoft Office products, architectural and engineering design and analysis software, and other applicable DoD/DoW, Navy and NAVFAC computer systems and software used by the Command.
Ability to produce results of analysis in writing; review and consolidate findings of others; and evaluate recommendations and facts.
Ability to make oral presentations of proposed designs and results of studies.
Knowledge of budgeting, planning and project management techniques, including the ability to coordinate the work of others and lead teams.
Knowledge of and full compliance with Safety Policy and Guidance, and use of personal protective equipment.
Must be a U.S. Citizen.

Responsibilities

Provide services in support of the overall operational objectives of Naval Facilities Engineering Systems Command Europe, Africa, Central (NAVFAC EURAFCENT) and its effort to provide facilities and engineering support to Naval Support Activity (NSA) Bahrain and its areas of responsibilities.
Provide planning, estimating, scheduling, engineering, project management and administrative services with a primary work location at NSA Naples (Capodichino) but with temporary travel trips to NSA Bahrain.
Provide independent, timely, professional architectural and engineering support, services and consultation for the planning, design, construction repair and maintenance of facilities and other real property infrastructure for Supported Commands, including specific projects, special projects, demolition, maintenance, space utilization and facilities development.
Prepare and review detailed architectural and engineering analysis, calculations and designs, development of plans, specifications and cost estimates, in support of in-house and A/E design bid build and design-build projects, for a wide range of projects for real property.
Provide support services including, but not limited to, input and feedback on third party designs, and recommendations with respect to programming, space planning, concept design, development, sustainable practices and codes compliance assurance to include analysis of furnished drawings and specifications, review of cost estimates and other required services.
Participate in conferences with project stakeholders and collaboration with other engineering and architectural disciplines to ensure system coordination and integration with specific project requirements.
Maintain broad professional knowledge skills and experience in relevant architectural and engineering concepts, theories, principles, practices, techniques and their associated impacts as related to architectural and engineering design.
Apply knowledge, skills, and experience to plan, design, manage, construct, preserve, restore, rehab, oversee, and maintain a wide range of shore installation facilities projects.
Knowledge of DoD/DoW and Navy guide specifications, criteria, and policy; the International Building Code; Life Safety Code, industry codes and standards; and standard practices as related to architectural design.
Knowledge of local and foreign country laws, codes, and other statutory requirements affecting architectural and engineering design throughout the NAVFAC EURAFCENT area of responsibility (AOR).
Knowledge, skills, and experience with Microsoft Office products, architectural and engineering design and analysis software, and other applicable DoD/DoW, Navy and NAVFAC computer systems and software used by the Command.

Provide Project Management services from project initiation phase through project close-out including project governance, planning, design management and quality assurance, cost estimating, scheduling, funds management, project monitoring and project close-out.
Provide project management services and deliverables across all five project phases (Initiation, Planning, Design, Construction, CloseOut), noting that all final approvals and decisions are retained by the Government.
Conduct construction site visits and inspections to verify construction progress and ensure construction contractor compliance with contract documents, specifications, approved submittals, safety regulations, and quality control plans.
Manage the overall submittal process to ensure timely communication of project requirements and acceptability of Construction Contractor’s proposed products and installation procedures.
Provide overall project schedule management, identifying potential delays, assessing the impact of changes, and recommending any corrective actions to the COR to ensure timely project completion; includes baseline schedules, regularly updated schedules, recovery schedules and look ahead schedules.
Monitor contractor compliance with contracted schedule.
Review Construction Contractor’s schedule submitted with contract modification proposals and provide detailed analysis to Government regarding schedule impact of the proposed changes or claims.
Communicate schedule status with the COR and other applicable stakeholders for project coordination and resolution of potential problems.
Review and analyze Construction Contractor’s 3-Week Look Ahead schedules to ensure they are aligned with the Project Schedule and to facilitate coordination with affected stakeholders.
Develop accurate and reliable cost estimates for various project phases, proposed changes, value engineering, variations, and other cost-related activities.
Provide an objective and thorough evaluation of the technical aspects of Construction Contractor proposals, ensuring the proposed solutions meet the project requirements and are technically feasible.
Evaluate the Construction Contractor’s proposed scope of work, methods, techniques, and procedures for proposed changes to ensure the additional costs and/or time are fair and reasonable and do not represent work that is already in their contract.
Assess the technical soundness and completeness of the contractor's proposed design (if Design/Build) and demonstrates a full understanding of the work and complies with the contract documents and Uniform Guide Specifications.
Review Construction Contractor’s proposed costs and time to ensure they are fair and reasonable and are comparable to Government’s estimates and/or XM estimates.
Prepare Technical Analysis and assist Contracting Officer and COR with preparation of Pre-Negotiation and Post-Negotiation Memos.
Assist Contracting Officer and COR with negotiation of proposed changes with the Construction Contractor.
Provide thorough review of Requests for Payment submitted by designers, construction contractors, commissioning agents and providers of other services that have contracted with the Government for the Task Order Projects.
Verify the Construction Contractor is meeting project requirements and provide additional coordination as required with the COR, the Supported Command, building occupants and other stakeholders.
Provide the required technical experts as defined in the Labor Categories Table to provide Critical Systems Acceptance and all necessary coordination with all stakeholders.
Review design documents throughout design process to ensure design will result in high quality and properly functioning systems. Note: These reviews are limited to constructability and operability considerations and do not constitute architect/engineer services.
Visual inspection of the installed systems to verify compliance with drawings, specifications, and applicable codes.
Witness a series of tests to verify that the systems function as intended under various operating conditions.
Verify Commissioning has been completed in accordance with the contract documents.
Identify any deficiencies and notify the COR.
Re-inspect and re-test the systems to verify that the deficiencies have been corrected, if applicable.
Review all documentation related to the systems, including as-built drawings, systems acceptance and commissioning plans, commissioning reports, O&M manuals, test reports, deficiency reports, and training materials.
Verify Construction Contractor provides training to the owner's personnel on the operation and maintenance of the systems.
Recommend acceptance or rejection of the systems to the COR.
Establish and maintain clear, consistent, and timely communication among all project stakeholders, including the Construction Contractor, DOR, COR, Supported Command, and other interested parties.
Develop a communication plan that outlines the communication methods, frequency, and responsibilities for each stakeholder group. The Government will review and approve the communication plan.
Communicate schedule progress and provide updates on ongoing and upcoming definable features of work being performed as well as any schedule conflicts or delays.
Communicate design progress and provide updates during design phase, and coordinate with design team to ensure project schedule is maintained and that the design of different systems and components are compatible and integrated.
Coordinate all project related issues including but not limited to temporary facilities, project signage and barricades, occupancy plans, phasing, permits, environmental requirements, utilities, weather preparedness, off-hours work requests, outages, Construction Contractor laydown, parking, jobsite rules, worker conduct, stakeholder questions and complaints, etc.
Administer Project Governance in accordance with NAVFAC Instruction 11013.41B.
Establish and maintain Government-approved Project Management Plan, Project Charter and Stakeholder Register.
Create, and implement once Government approves, Risk Management Plan including Risk Register and Risk Matrices.
Create and implement Change Management Plan including tracking of all proposed changes and mods, their status and impact on project cost and completion date. Change Management Plan shall include XM’s responsibility to expedite the change process.
Create and maintain Escalation Matrix.
Facilitate conflict and dispute resolution.
Establish leadership teams; Project Leadership Team (PLT), Senior Leadership Team (SLT), and Executive Leadership Team (ELT) and facilitate their periodic meetings.
Ensure Formal Partnering or Informal Partnering is conducted in accordance with NAVFAC P-406 and dependent on which type of partnering is required by the project specifications. If Formal Partnering is required, XM shall coordinate and participate. If Informal Partnering is required, XM shall lead the partnering program in conjunction with the Construction Contractor’s project leader.
Facilitate project meetings, ensuring that all stakeholders have the opportunity to participate and provide input.
Coordinate and prepare meeting agenda and minutes for all contractually required meetings.
Maintain strict confidentiality regarding all project information and shall not disclose any sensitive, confidential, potentially controversial, or unfavorable information.
Institute procedures acceptable to the Contracting Officer and fully comply with the Government’s procedures for maintaining the confidentiality of information and maintenance of Federal procurement integrity standards of performance.
Use NAVFAC’s eCMS program for all project correspondence, submittal process, RFI process, and storage of project documentation.
Submit to COR a Construction Management Report documenting all aspects of project status on a weekly basis for as long as the project is active.
Establish and maintain a secure, efficient, and compliant process for managing Construction Contractor’s and all subcontractor’s access to military installations.
Coordinate DBIDS enrollment and renewals with the installation security office.
Ensuring that all Construction Contractor personnel complete the required background checks and security training.
Ensure all Construction Contractor personnel comply with all access control procedures.
Serve as the primary point of contact with the installation security office.
Report any security incidents or concerns to the COR.
Monitor compliance with all applicable security regulations.
Terminate access credentials upon project completion.
Manage the Project Close-Out Process in accordance with contract documents and NAVFAC policies and procedures, including ensuring Construction Contractor provides timely submittal of all close-out documents (eOMSI, Facility Data Workbook, Sustainability eNotebook, O&Ms, As-Built Drawings, Record Drawings, Warranties, and DD Form 1354s if required).
Review all close-out documents to ensure correctness and contract compliance before forwarding them to the Government. XM shall return non-compliant submittals to COR for action.
Manage the NAVFAC Red Zone (NRZ) process to comply with contract documents including coordination with all stakeholders, preparation of NRZ POAM and Checklist, and coordination of critical NRZ activities.
Manage the Completion Inspections process including Construction Contractor compliance with Punch-Out Inspection requirements, participating in Pre-Final and Final Inspections and providing all necessary coordination with stakeholders.
Verify Construction Contractor compliance with contract documents for Warranty Management including submittals, warranty tags, and warranty follow-up inspections.
Verify Construction Contractor compliance with contract documents with respect to training of building occupants and provision of spare parts.
Assist the COR with final financial reconciliation; assist with final payment processing, release of retainage when applicable, and financial closeout of the project.
Assist the COR with archiving final record documents for the project.
Prepare narratives and ratings for the Contractor Performance Assessment Reporting System (CPARS) in accordance with the template and submit them to COR.
Assist with occupancy support including coordination of move-in activities and initial occupancy issues.
Provide latent defect investigation including documenting and coordinating resolution of latent defects that appear after project completion, but within the liability period.
