About The Position

The Project Manager will assist with tasks related to project delivery, providing project management and procurement support for capital projects. The Project Manager position will report to the Utilities Engineer.

  • Bachelor’s Degree from an accredited college or institution in Business Administration, Construction, Engineering, or related field.
  • Two-year experience in a paraprofessional project management role.
  • Possession of or ability to obtain a valid Florida driver’s license by date of hire.

Nice To Haves

  • Three years’ experience in general engineering project administration and terminology.
  • Florida Engineer in Training, EIT, certification.
  • Municipal project management experience.
  • Construction management experience.
  • Experience with project management software, SmartSheet and MS Office.
  • Basic ability to read and comprehend plans, details, and specifications.

Responsibilities

  • Creates and utilizes project management tools to monitor projects, track work progress, and requests purchase orders, materials for public engagement, including project documentation and document control.
  • Assists the Engineering team by performing utility coordination tasks for capital improvement program (CIP) projects, liaison with internal and external entities, payments, field coordination and construction coordination.
  • Collection and coordination of construction inspection reports.
  • Circulates plans, reports and other review items for internal review and comment, then compiles the comments into a report for use by internal staff and external consultants.
  • Provides assistance to the Engineering team on special projects, involving research, compiling information or data of a specialized nature, analysis, planning, and technical support.
  • Prepares and administers project budgets; performs cost analysis of services provided and establishes performance measures with a focus on key performance indicators and continuous improvement.
  • Participates in conceptual development of Utilities improvement plans; provides input into Utilities Master Plans.
  • Provides comprehensive administrative professional support for the Department.
  • Assists Engineering team by coordinating contracts with other City Departments.
  • Prepares and reviews proposals, requests for letters of interest (RLIs), requests for proposal (RFPs), requests for bids (RFBs), change orders, contract amendments, etc.
  • Develops, implements, and oversees procurement processes for the department to ensure efficient and compliant purchases for capital related projects.
  • Prepares materials for City Commission action.
  • Coordinates department's agenda items for City Commission meetings and workshops, including scheduling, drafting staff summaries, compiling backup documentation, creating presentations, and tracking action items.
  • Acts as department liaison with Finance, Procurement and Risk Departments in conjunction with capital projects.
  • Assists in permit and easement acquisitions.
  • Communicates efficiently and respectfully with customers, team members, consultants, vendors, other municipalities, and large audiences.
  • Works as a highly cooperative member of a team or individually to complete assigned tasks.
  • Applies critical-thinking skills to solve problems by interpreting, evaluating, generating, and implementing solutions.
  • Demonstrates sound decision-making ability and can make decisions independently within the scope of position and/or responsibility.
  • Experience and knowledge of compiling bid packages.
