About The Position

This vacancy is in the Custody of Funds Unit of the Treasurer’s Office. Under the administrative direction of the City Treasurer, the Project Manager assists with the daily management of the Custody of Funds Unit. This role also assists with maintaining the Treasurer’s Office’s financial literacy program, manages online payments for all City departments, and is responsible for updating bank and general ledger reconciliations, notifications of insufficient funds (NSF), and chargebacks to all departments. The Project Manager works with other departments to ensure proper accounting and resolution of outstanding items, prepares Other Post Employment Benefits Trust (OPEB) agenda and necessary materials for the pension commission, and assists management with financial analysis and control for the cash management desk. Additionally, the role involves esheating the City’s unclaimed funds to the State of Connecticut and is responsible for reading and evaluating project proposals. These essential duties and responsibilities provide a representative summary of the major duties and responsibilities, and incumbents may be required to perform additional related duties. This classification is used in multiple, diverse departments, and duties may vary depending on the specific position. All duties, responsibilities, knowledges, skills, abilities, and qualifications will be at the same level but will vary on subject matter according to the area of assignment. All positions will perform essential core duties and responsibilities and possess core knowledge, skills, and abilities. This is a HMEA union position with 40 hours of work per week, and the salary includes 5% in lieu of overtime.

Requirements

  • Bachelor's degree from an accredited college with major coursework in Public Administration, Business Administration, Economics, Finance, Accounting, Public Policy, Project Management or a closely related field.
  • Three (3) years of full-time, responsible professional experience significantly related to Finance, Investment Management, Accounting, Public Administration, or Project Management.
  • Knowledge of Project Management concepts, principles and practices.
  • Knowledge of Federal, State, and Municipal laws and regulations related to project activities.
  • Knowledge of the principles and practices of grant management, fiscal management, budgeting, investments, and other related assignments within Municipal management, budget, and grants.
  • Skill in performing complex analyses and research independently.
  • Skill in utilizing Microsoft Office products, including Word, Excel and PowerPoint.
  • Ability to lead other professions in the functions of project management.
  • Ability to locate and compile information, data, or facts from specialized sources.
  • Ability to apply contractual language, as needed, to ensure compliance.
  • Ability to establish and effective working relationships with government officials, business representatives and the general public.

  • If selected, you will be required to pass a physical examination administered by a city physician, a drug and alcohol screening, and a background check.
  • If appointed, you will serve 12 months of probation.
