About The Position

The Metropolitan Council's Environmental Services (ES) Division, within the Interceptor Engineering group of the Capital Design and Delivery department, has three vacancies for a Technical Project Manager. The interceptor system is a critical part of the region's infrastructure, comprising 634 miles of pipes, mains, and tunnels, along with lift stations, that convey wastewater from 2.8 million people across 111 communities to nine treatment facilities. The Interceptor Engineering group is responsible for planning and designing capital projects to maintain, improve, and expand this system, while also supporting construction efforts. The Project Manager will oversee capital program delivery for a specific subregional area (North, West, or South Area), manage technically challenging projects, ensure adherence to current standards and best practices through technical review, and mentor less experienced staff. This position offers a hybrid telework arrangement after an initial on-site period, with the requirement that the candidate's permanent residence be in Minnesota or Wisconsin. The hiring salary will be determined based on the candidate's qualifications and the Council's compensation package.

Requirements

  • Bachelor's degree AND six (6) years of experience, including a Professional Engineering (PE) License in Minnesota
  • Master's degree or higher AND four (4) years of experience, including a Professional Engineering (PE) License in Minnesota
  • Degree field of study in Chemical, Mechanical, Civil, or closely related field
  • Experience in the design and construction of large wastewater collection and treatment facilities

Responsibilities

  • Lead, manage and deliver technically challenging interceptor system capital projects to ensure reliable service.
  • Perform duties similar to a Principal Engineer in the delivery of capital projects, including reviewing facility evaluations and condition assessments, preparing written plans, managing project budgets and expenditures, approving invoices, preparing schedules, tracking approvals, preparing work scopes, developing technical solutions, reviewing work products, coordinating internal and external stakeholder input, managing project communications, preparing proposed contract changes, and tracking construction milestones including commissioning and project closeout.
  • Prepare and deliver presentations in a public setting or before a governmental board or council.
  • Ensure that all project designs are thoroughly vetted and accepted by maintenance and operations staff throughout the major project milestones.
  • Ensure that design standards and best practices or standards of care are incorporated into all capital projects.
  • Provide input for new and revised design standards.
  • Ensure that department capital projects provide a regional benefit and meet ES Customer Level of Service goals.
  • Ensure that facility evaluations and condition assessments are completed and system needs and deficiencies are prioritized for the creation of new capital projects.
  • Prepare project proposals and costs for incorporating into the Capital Plan.
  • Provide technical review of work products and advise department staff.
  • Mentor new and less experienced engineers.
  • Complete related duties as assigned.
