About The Position

Arcadis is seeking a Senior Project Manager / Senior Engineer (or Senior Designer) with deep, hands-on experience in municipal linear infrastructure projects within the GTA. This role is suited for a technically strong professional who understands the full lifecycle of projects, from design through construction, with the ability to lead complex water, wastewater, and stormwater infrastructure assignments. This is not a general civil role; candidates must demonstrate direct experience in municipal linear systems. This position is based in the Greater Toronto Area (GTA) and operates in a hybrid model, including a combination of work-from-home, office, and project site presence, as required.

Requirements

  • Bachelor’s degree in Civil Engineering (or equivalent) is required.
  • Minimum 10-15 years of experience in municipal linear infrastructure (water, sanitary, storm), non-related experience will not be considered.
  • Proven experience in design of major municipal infrastructure projects in Ontario.
  • Strong understanding of construction practices and sequencing for underground infrastructure.
  • Demonstrated experience managing projects within the GTA and working with local municipalities.
  • Ability to lead technical discussions and make sound engineering decisions.
  • Technically credible designer—someone who understands both design and construction realities, demonstrates strong judgment in constructability, risk, and coordination, and can push projects forward while maintaining quality and technical integrity.

Responsibilities

  • Lead and manage municipal infrastructure projects—including watermain, sanitary sewer, and storm sewer systems—from concept development through detailed design and construction.
  • Oversee and review engineering design deliverables, including plans, profiles, specifications, and cost estimates, ensuring all documentation meets quality standards.
  • Coordinate with municipal clients such as the City of Toronto, Region of Peel, and Mississauga, as well as interfacing with utilities and regulatory agencies throughout each project phase.
  • Provide technical leadership on design decisions, constructability, and risk management.
  • Support and review construction methodologies, with a focus on trenchless solutions such as microtunneling, horizontal directional drilling (HDD), and pipe bursting.
  • During construction, interface with contractors, manage requests for information (RFIs), handle change orders, and provide site support.
  • Mentor junior and intermediate staff and contribute to overall team development.
  • Ensure compliance with Ontario standards (OPSS/OPSD), municipal guidelines, and all permitting requirements.
  • Support proposal development by defining scope, providing technical input, preparing cost estimates, and developing schedules.
  • Lead and facilitate meetings with clients, contractors, review agencies, and governing authorities to support effective project delivery and coordination.
