About The Position

Kimley-Horn is seeking a Right of Way Project Manager with 8+ years of experience to join the Pittsburgh, PA office. This role involves performing a variety of right-of-way activities, including research for cost estimates, scoping for appraisals and appraisal review, and acquisition support. The Project Manager will conduct title searches, review right-of-way and construction plans, prepare legal descriptions and acquisition documents, and negotiate with property owners. Additionally, the role includes coordinating relocation assistance, inspecting properties, supporting the determination of existing right-of-way, interpreting various project-related documents, and collaborating with internal teams, public agencies, and stakeholders. The position also requires preparing technical reports and documentation related to right-of-way activities.

Requirements

  • Associate’s degree in business, planning, legal, or a related field
  • 8+ years of experience in right-of-way, property acquisition, title research, appraisal, paralegal or related work
  • Knowledge of right-of-way acquisition processes, property valuation, and title examination
  • Familiarity with federal, state, and local regulations related to right-of-way and property acquisition
  • Strong negotiation, analytical, and problem-solving skills
  • Effective written and verbal communication skills, with the ability to work with property owners and diverse stakeholders
  • Strong sense of urgency and self-initiative to meet client deadlines
  • Detail-oriented with an ability to contribute to a positive work environment
  • Ability to work independently and as a team
  • Valid driver’s license
  • Ability and willingness to activate or obtain WA Real Estate license

Nice To Haves

  • Bachelors degree preferred
  • Completion of coursework related to right of way industry or designations from IRWA, NHI or similar entities a plus

Responsibilities

  • Perform right-of-way activities including research for cost estimates, scoping for appraisals and appraisal review, and acquisition support
  • Conduct title searches to identify property ownership and evaluate property interests and encumbrances.
  • Review right-of-way and construction plans in preparation for landowner communications.
  • Prepare legal descriptions, acquisition documents, and supporting materials
  • Negotiate with property owners to acquire necessary right-of-way and easements
  • Coordinate and provide relocation assistance in accordance with applicable regulations
  • Inspect impacted properties and assess project impacts to land and structures
  • Support determination of existing right-of-way along roadways and project corridors
  • Interpret maps, plats, drawings, and engineering plans to support project execution
  • Collaborate with internal teams, public agencies, and stakeholders to advance project goals
  • Prepare technical reports, correspondence, and documentation related to right-of-way activities
