About The Position

VIA Rail is undertaking ambitious projects to modernize its services and infrastructure, including new train fleets and infrastructure improvements, aiming to build the future of transportation in Canada. Working for VIA Rail means contributing to collective efforts in sustainable mobility. You will be responsible for all assigned real estate construction projects, ranging from small to medium ($100K to $25M) across the country. This includes station and maintenance center construction and rehabilitation. Your role will encompass all project phases, from conception to closure. Key responsibilities include project definition and planning (scope of work, budget, schedule), selecting consultants, planning and coordinating projects, choosing construction methods, negotiating approvals, awarding contracts in support of Procurement, coordinating internal/external communications, construction monitoring, progress reporting, and other completion-related actions. You will also collaborate with government agencies like Parks Canada and the Commission de la Capitale Nationale to understand requirements and negotiate. Additionally, you will support other project managers by providing technical expertise, reviewing plans, and participating in selection committees. More broadly, you will contribute to the planning and execution of the entire real estate portfolio, recommending innovative strategies for efficiency, and developing partnerships. Working within a matrix structure, you will be accountable for project execution, adhering to company rules, and leveraging support from internal Procurement, Legal, and Communications groups.

Requirements

  • A minimum of 3-5 years experience as a project manager
  • Bachelor's degree or Diploma of Collegial Studies in mechanical engineering or building technologies and experience in construction project management, or a combination of education and experience deemed equivalent
  • Ability to travel across Canada on a regular basis
  • Autonomy and experience in managing several projects simultaneously

  • Member of a recognized regulating body for engineers or Certified Engineering Technologists (asset)
  • PMP certification (asset)
  • Excellent written and verbal proficiency in both official languages (English/French)

Responsibilities

  • Ensure that the initiation, planning, supervision, control, execution and closure of allocated projects are done with rigor and follow VIA Rail standards
  • Establish and closely monitor the scope, budget and financial forecasts, deadlines, dependencies, risks and problems associated with each project
  • Identify potential project risks and problems using forecasting tools
  • Act as primary contact for customer, users and stakeholders
  • Manage and negotiate contracts and manage suppliers
  • Conduct site inspections and audits and meet regularly with contractors in the field
  • Ensure that all site activities are carried out in accordance with VIA's safety and environmental requirements, as well as applicable laws and regulations
  • Prepare construction progress reports and internal VIA reports, and attend follow-up meetings
  • Direct resources and adjust team efforts, while regularly evaluating team performance to identify deviations and corrective actions
  • Use project management tools (MS Project / EPM2010) for planning and analysis of parameters and data
  • Active participation in portfolio planning and/or strategic portfolio advancement
