Our Rapid Transit (Subway and LRT) Capital Program Delivery Group has an opportunity for a Project Manager to provide comprehensive project and program management services associated with the delivery of the Rapid Transit (RT) Capital program. Reporting to a people leader, this position will provide and support a programmatic view to ensure the goals and objectives of the RT Capital portfolio are met throughout the program lifecycle. The Project Manager will be accountable for the effective management, development, implementation and support of processes and procedures, with a focus on Quality, Interface, Lessons Learned and Continuous Improvement initiatives, and will lead and support program quality and interface activities to allow for efficient, consistent and collaborative delivery across the various projects within the program. The Project Manager will work and interface with multiple internal and external stakeholders, groups and functions to support and achieve delivery of goals and objectives.

Requirements

  • Completion of a degree in Engineering, Systems Engineering, Business, Architecture or a related discipline – or a combination of education, training and experience deemed equivalent.
  • Engineering or Architectural college/ university degree or diploma
  • Demonstrates experience in project management, preferably within the public sector
  • Demonstrated experience managing projects and stakeholders, preferably involving quality assurance, interface, planning, design, construction, and commissioning of passenger rail transit, underground stations, storage and maintenance facilities, operating system, and related works.
  • Experience in oversight of project interfaces including Technical, Operations, Maintenance, Asset Management, Engineering, Safety, Pre-Construction Services (Property, Permits, Licenses, and Approvals (PLA), Utilities, Environmental Programs and Assessments (EPA)), Communications and Community Relations, Systems, Third Party Project Review (TPPR), Transit Oriented Communities and stakeholder relations.
  • Demonstrated experience in leading cross-functional initiatives and influencing stakeholders without direct authority to successfully achieve strategic goals and deliver objectives.
  • Proven experience in project quality assurance activities, including driving lessons learned, advancing continuous improvement through Lean principles, and proactively managing and resolving issues.
  • Knowledge of program management, planning, budgeting, prioritization, quality, risk and change management principles, methods, and techniques to manage the development, deployment, and implementation program initiatives.
  • Analytical and problem-solving skills to interpret and apply specifications, contracts, design documents, test plans and co-ordinate contracted technical projects
  • Advanced knowledge of project management and change management practices; including work planning, monitoring and evaluation expertise, to manage multiple projects with competing priorities and tight deadlines
  • Effective written, oral, presentation and interpersonal skills to articulate and present advice, options and recommendations to senior management, executives and business clients on projects and technology solutions.
  • Leadership skills to oversee and motivate the delivery of work performed by team members, consultants and contractors, and set high standards and clear expectations.
  • A valid Ontario “G” Driver’s Licence for site visits.

Nice To Haves

  • Professional Engineer Ontario (P.Eng.) Registered Architect (OAA) or Planning designation is desired and Project Management Professional (PMP) designations is considered an asset.

Responsibilities

  • Apply a Program lens to Project level issues to improve the way we deliver Rapid Transit projects.
  • Manage key program level interfaces with key internal and external stakeholders to help resolve technical issues that impact multiple projects, the program or key internal groups to help ensure these are dealt with in a consistent, collaborative and efficient manner.
  • Support and Manage RT Program Quality activities, including activities associated with Program Quality Planning, Reporting and Performance Oversight, Program Lessons Learned, Continuous Improvement and issues management. Aligned with Lean principles and supporting key QA functions such as risk and compliance management, process standardization, audit readiness, and reporting to ensure consistent delivery target outcomes.
  • Work with the program delivery team, project teams and internal stakeholders to ensure lessons learned and issues are systematically captured and shared to inform continuous improvement initiatives that can be effectively shared and applied across the program; Facilitate the identification, documentation, and resolution of issues by coordinating appropriate support.
  • Find Areas of Improvement in the way Metrolinx conducts business and develop solutions and best current approaches that will standardize the way we deliver projects. Support the oversight and management of efficient delivery of rapid transit infrastructure projects and elements through project phases including preliminary design, detailed design, preparation of contract documents, construction, contract management and commissioning activities
  • Work with program and project teams as well as internal stakeholders to assist with monitoring of objectives related to engineering, interfaces, quality, operations, maintenance, asset management, design standards/design review, technical specifications, document control, budget and work breakdown structures, project schedules, resource prioritization, and staffing requirements as well as support the identification, assessment, mitigation, and communication of program and project risks.
  • Ensure that all program cost and scheduled activities are identified, continuously monitored, and clarifications/changes managed properly to maintain adherence to schedule and budget.
  • Review and evaluate studies, reports, proposals, specifications, and contract documents, to meet established policies, procedures, and standards applicable to projects.
  • Develop and deliver reports and presentations defining plans, issues, status, and resolutions to appropriate levels of management.
  • Support the development of innovative ideas for improvement and implement new leading practices into the RT Capital program. Find and identify opportunities for innovation, change and support to strategic planning and operational mandates, identify areas for improved collaboration, LEAN thinking and continuous improvement when resolving complex program level issues and mitigating risks.
