Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. Seize the opportunity to lead as a Project Manager for the Ontario Line Elevated Guideway and Stations project! We're seeking an innovative professional to drive civil, stations, and guideway work across the northern portion of the multi-billion-dollar Ontario Line project. This role is your ticket to being a key influencer in ensuring the successful delivery of this ground-breaking project, overseeing activities encompassing engineering, design, and construction. The Project Manager, Elevated Guideway and Stations will be responsible for oversight of Technical/Design Services throughout the project lifecycle and accountable to ensure designs are complainant, safe, meet the delivery/constructability need of the construction, and are most cost-efficient from the total project cost perspective. The Project Manager will also support contract and schedule management, construction quality, site safety and security, project deliverables, and technical input to program communications and intergovernmental relations during all stages of construction projects. The successful candidate will operate within a matrix structure, reporting to the Manager, Elevated Guideway and Stations, fostering a collaborative environment for seamless project execution. This role is an in‑office position based at our 2 Queen Street East, Toronto location and requires regular site presence at project site locations.

Requirements

  • Completion of a degree in Engineering, Architecture or a related discipline – or a combination of education, training and experience deemed equivalent
  • Demonstrates progressive experience in project management and implementation, including experience managing large, complex, multi-year transit projects.
  • Heavy civil experience, including stations, tunnels, bridges, or major infrastructure, is considered an asset.
  • Demonstrated experience in project management, preferably within the public sector.
  • Registration as a Professional Engineer (P.Eng.) in the Province of Ontario or Architect (OAA) in the Province of Ontario is an asset.
  • Project Management Professional (PMP) certification is an asset.
  • Knowledge of AFP/ Progressive Design-Build contracting methods and project agreements is an asset.
  • Demonstrate comprehensive knowledge of construction engineering, construction processes, and value engineering.
  • Familiarity with Contract Law, Construction Liens Act, Occupational Health and Safety Act, Environmental Assessment Act, and the Professional Engineers Act.
  • Demonstrate interpersonal and oral/written/presentation skills to present complex ideas with clarity and simplicity, fostering collaboration across all organizational levels and with specialists from various sectors.
  • Possess a valid Ontario Class ‘G’ driver’s license to travel to various site locations, meetings, operational facilities, etc., meeting and maintaining the corporate standard for a good driving record.
  • Working conditions - This role requires regular site presence at project site locations and attending occasional CLC meetings and community meetings outside regular working hours.

Responsibilities

  • Work seamlessly in a collaborative One Team environment with a project team comprised of both Metrolinx and non-Metrolinx employees. Foster a unified approach, leveraging the diverse skills and perspectives within the team for optimal project outcomes.
  • Navigate and resolve complex project issues and risks, fostering effective conflict resolution and managing stakeholder expectations.
  • Drive the efficient delivery of project elements, from detailed design and contract document preparation to construction, contract management, and commissioning activities.
  • Monitor and achieve objectives related to engineering, design standards, technical specifications, document control, budget, work breakdown structures, and project schedules.
  • Ensure contractors’ plans align with contract documents, overseeing compliance with provisions and maintaining a focus on safety, quality, environmental compliance, cost, and schedule performance.
  • Manages design and construction project activities involving effective coordination and liaison with a large number of internal and external stakeholders: municipalities, other transit agencies, as well as other Capital Projects Groups and Metrolinx departments.
  • Take charge of complete start-to-closeout project management to meet corporate commitments.
  • Provide guidance and direction to staff and personnel assigned to the project, covering administrative, design, editing, technical, estimating, commissioning, and priority aspects.
  • Reviews and evaluates technical studies, reports, design proposals, specifications and contract documents, to meet established policies, procedures and standards.
  • Ensures that contractors’ construction plans and schedules are complete, workable, and in accordance with contract documents.
  • Oversees contractors’ compliance to contract provisions, including monitoring safety, quality, environmental compliance, cost, and schedule performance.
  • Manage site reviews and audits, ensuring contractors and consultants adhere to contracts and maintain a safe working environment.
