About The Position

Leidos has an opening on the AFNCR ITS NMCC contract for a Senior Project Manager with a TS/SCI clearance at the Pentagon in Arlington, VA. NMCC Project Managers must be adept at working on any of approximately 90 Command and Control (C2) systems operated in the National Military Command Center (NMCC). Work includes site surveys, cost estimates, assisting engineers, extending circuits, and working with numerous internal and external mission partners to install cables, fibers, modems, and other electronic equipment. Many projects require direct communication with the Office of the Secretary of War (OSW) and Joint Staff (JS) communication teams, as well as user security offices, to ensure the installations meet accreditation requirements. All projects need to be worked in a timely fashion to meet required operational dates.

Requirements

  • Requires a BA degree and 8 +years of prior relevant experience or Masters with 6 + years of prior relevant experience.
  • Must possess a current and active TS/SCI Security Clearance.
  • Must have knowledge of military command center systems to include Defense Red Switch Network, Multimedia Systems, Radio Systems, Cryptographic Systems, Tech Control Facilities, and IT Systems.

Responsibilities

  • Lead and coordinate project planning, resourcing, supply, progress reporting, troubleshooting, and project team management.
  • Ensure project results meet requirements regarding technical quality, reliability, schedule, and cost.
  • Monitor performance and recommend schedule changes, cost adjustments, or resource additions.
  • Participate in budget development and evaluate how project plan changes impact cost and schedule.
  • Solve technical and non-technical problems throughout the life of the project, prioritizing problem resolution during the design and planning phases whenever possible.
  • Provide timely and accurate information and status updates to project sponsors, end users, and management.
  • Oversee and coordinate work performed by outside contractors.
  • Adhere to standard project management best practices, such as the current PMBOK Guide.
  • Perform program/project management, strategic planning, and communications support to include developing, maintaining, and implementing engineering plans, Assessment & Authorization (A&A) packages, configuration management, and control.
  • Ensure the general requirements processing flow are considered: Continued processing and implementation of projects/requirements upon GSO approval.
  • Coordination with customers or assigned government representatives for requirements associated with new and existing NMCC Systems or communications programs listed in Appendix E and providing engineering change proposals.
  • Ensuring all requirement information is recorded in Remedy.
  • Develop and manage engineering plans, A&A packages, and Configuration Management (CM) and controls for new and existing NMCC Systems.
  • Input data into the appropriate accreditation tracking system.
  • Ensure that all NMCC Systems listed in Appendix E are certified and accredited by the Designated Approval Authority (DAA) prior to their operation.
  • Develop, manage, and maintain an on-going NMCC Integrated Master Schedule (IMS) for projects, including developing Gantt charts to track project schedules, milestones, and completion dates.
  • Provide a tool or method to allow GSO and/or requirements owner(s) to have visibility on the status and progress of their projects or requirements.
  • Coordinate with civil engineers and appropriate GSO and/or NMCC staff any initial and on-going design plans to procure and disposition electronic equipment IAW applicable environmental guidelines.
  • Perform overarching project management support on non-844 CS systems when customer’s requirements include NMCC Systems listed in Appendix E.
  • When directed by the GSO/System PMO, assign individuals to fill Roles and Responsibilities IAW the RMF process.
  • Be the focal point to DISA Field Security Operations (FSO) for technical questions concerning OSD information systems during OSD Security Readiness Reviews.
  • Brief NMCC Project Management Review, to include the NMCC IMS in person monthly to the GSO, and provide the briefing electronically.
  • Brief the status of the NMCC Systems identified in Appendix E, in person quarterly to the GSO, including the date that the CM data was last updated, and provide the briefing electronically.
  • Support the NMCC as the Secretariat for monthly NMCC and NCCS Configuration Management Boards.
  • Provide meeting minutes not more than 3 days after the boards meet.
  • Meet CDRL and Metric requirements defined in PWS.
