About The Position

Buckeye Partners is currently seeking a Project Manager II with experience developing and managing pipeline, station, and terminal projects in the Oil & Gas Industry to join our growing team! The position can be located in either Allentown, PA, Houston, TX, or greater Chicago. The Project Manager II role with Buckeye’s Engineering and Construction Services Team is responsible for providing safe, compliant, reliable and cost-effective project management for pipeline, station, and terminal projects through the Initiation, Planning, Execution, and Completion phases of the project framework lifecycle.

Requirements

Bachelor’s degree in engineering (or related technical discipline) is required or 10 years of experience managing projects in the petroleum industry.
Experience and demonstrated aptitude in most phases of engineering, construction, and operations of pipeline, station, and terminal facilities.
Anticipate 30% to 50% travel and as required to successfully execute projects.
Demonstrated aptitude in some phases of engineering, construction, and operations of pipeline, station, and terminal facilities.
Ability to manage outside Engineering and Permitting firms.
To succeed in this position, one must be a self-starter and have excellent communication and analytical skills and the ability to interact with a wide variety of personnel and organizations.

Nice To Haves

Microsoft Project and/or Primavera Software – Advanced experience is desirable.
EIT Certification and intentions to obtain or have obtained a PE license is desirable.
PM Certification from Project Management Institute is desirable.
NACE level 2 or 3, or CWI or API 653 Certification is a plus.

Responsibilities

Size of Projects: $50,000 - $10 million
Project Initiating and Planning. Working with Business Development and others to evaluate potential project opportunities. Completing development of project scopes of work, cost estimates, schedules, work plans, and resource requirements as part of the initiation and planning phases of the project life cycle.
Terminal Projects. Directing the scoping, design, procurement, permitting, construction, inspection, and startup of terminal projects involving a variety of asset types including: marine structures, tanks, truck racks, vapor recovery systems, rail systems, additive systems, piping systems, electrical, instrumentation & control systems, fire protection systems, and others
Project Implementation. Managing implementation (project design, engineering, permitting, purchasing/contracting, construction, startup and commissioning, and closing) of projects in the petroleum industry and developing current reports regarding Project Status and Cost Forecasting.
Project Approvals. Evaluating and obtaining approval of changes to project scopes of work, budgets, and/or schedules and completing all required documentation of changes
Lead or facilitate meetings and ensure, as appropriate, that minutes are documented and distributed.
Plan and organize system and facility downtime, startup, and commissioning with Operations, Commercial, Transportation, the Control Center, and other Functional Departments
Manages large projects with multiple technical disciplines. Manages and leads engineering providers for large scope and drawing creation.
Provide SME input to the regional and corporate support staff.
Project Completion. Ensuring development of Construction and Operational Punch Lists and completion of all outstanding items and ensure completion of project documentation such as as-built drawings, operating manuals, PM’s, equipment tagging, and device settings ,etc.
Leading project Management of Change (MOC) and Pre-Startup Safety Reviews (PSSR) efforts.
