About The Position

Independently manages capital projects from initiation through completion, with accountability for delivering scope, cost, schedule, and stakeholder objectives across the full Project Life Cycle. Partners with Facilities Planning during project development, including scope definition, alternatives analysis, and establishment of cost and schedule baselines. Coordinates and collaborates with Construction Project Managers during the construction phase to ensure alignment of execution strategy, constructability, and field performance. Leads project delivery through planning, procurement, and execution, managing consultants and contractors while evaluating trade-offs and risks to maintain alignment with business and operational objectives.

Requirements

  • Bachelor’s degree in Engineering discipline (Civil, Structural, Marine, Electrical, etc.), Construction Management, or Architecture or related major in a public or accredited private academic institution required
  • 6+ years of progressive project management and/or engineering experience
  • Demonstrated delivery of at least one medium sized project for the full lifecycle

Nice To Haves

  • advanced degree or a related certification preferred
  • Candidates with a background in Project Controls (cost, scheduling, or risk management) will be considered, provided they demonstrate experience in project lifecycle delivery or the ability to transition into full project ownership responsibilities.
  • Texas Professional Engineer License and/or equivalent years of engineering and/or project management experience highly preferred.
  • Project Management Professional (PMP) Certification preferred; required within 18 months of hire

Responsibilities

  • Independently manages multiple small to medium sized projects from the development and planning to construction completion, commissioning, and start up; identify project requirements, analyze critical paths, and constraints, and develop detailed project scope, budget, and schedule
  • Perform project management activities on all assigned port infrastructure projects
  • Serve as primary interface with Facilities Planning for project definition and capital planning alignment
  • Support full Project Life Cycle (Identify, Select, Define, Execute, Closeout)
  • Assist in scope, cost , and schedule development
  • Coordinate with consultants and contractors
  • Coordinate and collaborate with Construction Managers during construction to ensure alignment between project objectives and field execution
  • Partner with Project Controls to support cost tracking, schedule updates and reporting
  • Oversee project planning, including development of scope of work to meet the needs of the project owner that is compliant with the Texas Water Code and the Texas Professional Engineering Practices for public entities. Elements of these requirements include safety, security, and environmental regulations, budgeting, execution, delivery, scheduling, construction, and startup/commissioning associated with specific engineering disciplines
  • Implement and manage assigned projects from inception to construction completion, close out, commissioning and start up; utilize project management best management practices by assisting with project requirements, analyze critical paths, risks and constraints and develop detailed project scope, budget and schedule that address the business need.
  • Use Port Houston project management systems and best practices, recommend improvements and efficiencies and assist in developing improved processes
  • Provide oversight of designers (both staff and consultants) and contractors to assure completed project meets scope and cost requirements
  • Review work of project team members for technical adequacy and completeness
  • Coordinate and communicate with others within or outside Port Houston for the assigned work
  • Make presentations to stakeholders to convey goals and objectives, technical direction and general status of projects
  • Prepare technical documentation and final reports covering various aspects of projects and ensure that an accurate and comprehensive package is advertised for procurement
  • Evaluate and negotiate proposals from consultants and contractors
  • Conduct site visits of damaged or aging infrastructure assets, understand the condition assessment, and lead in the development of repair options
  • Prepare Requests for Commission Action and associated documents
