About The Position

Lawrence Livermore National Laboratory (LLNL) is seeking Project Managers for Facility Construction within the National Ignition Facility & Photon Science (NIF&PS) Directorate. These roles involve leading the planning, design, execution, and closeout of facility, utility, and construction projects supporting NIF&PS operations. Projects can range from small retrofits to large new construction efforts in technical, industrial, laboratory, and cleanroom environments. This position is in the Laser Systems Engineering and Operations (LSEO) Division within the Engineering Directorate and requires full-time on-site presence. The position can be filled at either the SES.3 or SES.4 level, with additional responsibilities assigned at the higher level.

Requirements

  • Ability to secure and maintain a U.S. DOE Q-level security clearance, which requires U.S. citizenship.
  • Bachelor’s degree in Engineering or related field, or the equivalent combination of education and related experience.
  • Significant experience managing facility construction, infrastructure, retrofit, modernization, or installation projects in technical, industrial, laboratory, Research and Development (R&D), or similar highly regulated environments.
  • Significant knowledge of project delivery tools, project execution methods, and construction contract approaches, such as design-build and design-bid-build.
  • Significant knowledge of construction means, methods, materials, and products.
  • Significant experience developing project scope, cost, schedule, and risk plans and successfully managing multiple project priorities.
  • Experience reviewing and developing technical specifications, drawings, and construction documentation.
  • Significant experience performing and leading design reviews and project reviews to ensure technical, operational, and safety requirements are met.
  • Experience working in a multidisciplinary environment with architects, engineers, technicians, designers, construction managers, and operations personnel.
  • Strong record of promoting and implementing safe work practices, including knowledge of OSHA and environmental, safety, and health requirements.
  • Advanced verbal and written communication skills necessary to effectively collaborate in a team environment, present and explain technical information, and provide recommendations to management and stakeholders.
  • Experience managing, organizing, directing, and monitoring schedule and budgets for multiple projects concurrently.
  • Ability to reprioritize and document requirement changes due to programmatic direction depending on emergent requests.
  • Subject matter expert knowledge in facility construction, infrastructure modernization, and project execution within operating technical or mission-critical facilities (SES.4 level).
  • Extensive experience leading and delivering multiple complex construction projects with responsibility for cost, scope, schedule, and risk (SES.4 level).
  • Extensive experience translating user, mission, and facility requirements into executable technical project plans and specifications (SES.4 level).
  • Expert communication, facilitation, and collaboration skills necessary to present, explain, and advise senior management and key stakeholders (SES.4 level).
  • Demonstrated ability to develop innovative project strategies, modify approaches, and influence organizational direction in support of long-range infrastructure goals (SES.4 level).

Nice To Haves

  • Master’s degree in an applicable engineering or construction-related field.
  • California Professional Engineer license, Architect registration, or equivalent certification in another state.
  • Project Management Professional (PMP), Certified Construction Manager (CCM), or related professional certification.
  • Experience with construction in cleanroom, industrial, laboratory, or highly specialized research environments.
  • Familiarity with California Building Code and Life Safety Code requirements, including OSHA and NFPA.
  • Familiarity with national consensus standards such as NEC, ASTM, ANSI, ASME, and ASHRAE.
  • Applied knowledge of sustainable design principles, including LEED principles, certification, or the ability to obtain certification.

Responsibilities

  • Function independently with minimal direction, taking significant responsibility and using advanced knowledge and judgment to establish objectives, prioritize parallel tasks, allocate resources, and collaborate in the development of innovative methods/technology to guide the completion of projects and support organizational goals.
  • Develop project requirements, technical scope, specifications, design packages, cost estimates, schedules, and risk plans for facility construction and infrastructure projects supporting NIF&PS operations.
  • Lead and manage the planning, design, execution, and completion of assigned construction projects, serving as the primary technical and project contact for internal clients, contracting offices, design engineers, construction managers, and external contractors.
  • Collaborate with Subject Matter Experts (SMEs), internal clients, and stakeholders to define project and programmatic requirements and ensure successful project delivery.
  • Partner with internal construction management and facility stakeholders during pre-construction and construction to align execution strategy, safety, quality, and operational integration.
  • Conduct formal risk analyses to identify, assess, mitigate, and manage risks throughout the project lifecycle, including intangible or programmatically sensitive factors.
  • Manage project baseline scope, cost, and schedule; monitor variances; and apply project management methods and tools, including earned value management practices, to support successful execution.
  • Oversee design, constructability, and technical reviews to ensure drawings and specifications meet applicable codes, LLNL standards, environmental requirements, and safety and health requirements.
  • Ensure required building, work, and construction permits can be obtained.
  • Support preparation of safety basis and work control documentation aligned with Integrated Safety Management principles and participate in project readiness and prestart activities, as required.
  • Review contractor proposals and change requests for technical adequacy and scope, schedule, and cost impacts.
  • Serve as the primary technical contact on assigned projects and lead multidisciplinary teams that may include architects, engineers, designers, ES&H professionals, operations personnel, procurement staff, and outside contractors.
  • Perform other duties as assigned.
  • Apply subject matter expertise, technical breadth, and in-depth analysis to develop and implement project strategies for highly complex facility and infrastructure projects in operating mission environments (SES.4 level).
  • Independently lead, organize, and execute multiple complex construction projects simultaneously, including projects that may not be well defined at initiation and require resolution of competing priorities and evolving technical requirements (SES.4 level).
  • Act as a technical expert and strategic resource for major construction and infrastructure efforts supporting NIF&PS mission capabilities (SES.4 level).
  • Develop new approaches, modify project strategies, and help define customer requirements that impact organizational operations and long-range infrastructure planning (SES.4 level).
  • Provide technical guidance and mentoring to other project engineers or project managers, as appropriate (SES.4 level).
  • Contribute to broader infrastructure planning, prioritization, and execution strategies within the organization (SES.4 level).
