About The Position

The company is seeking an experienced Project Manager to lead NAVFAC Design-Build construction projects in Guam and Hawaii. The Project Manager serves as the Contractor’s primary point of contact with the Government and is responsible for the overall leadership and execution of the project from award through design, construction, commissioning, closeout, and warranty. This role carries full responsibility for contract compliance, cost and schedule performance, risk management, stakeholder coordination, and successful project delivery. The Project Manager reports to the Project Executive and leads the project management team while coordinating closely with the Superintendent, Designer of Record, subcontractors, and Government representatives. The ideal candidate is a contract-savvy leader with extensive federal Design-Build experience, strong knowledge of NAVFAC procedures, and the ability to manage complex construction programs in an OCONUS environment.

Requirements

  • Bachelor’s Degree in Engineering, Architecture, Construction Management, or a related field
  • 10+ years of experience as a Project Manager on heavy civil or vertical construction projects
  • Experience managing projects valued at $25M+
  • Demonstrated experience leading Design-Build federal construction projects
  • Prior experience serving as Project Manager on NAVFAC, USACE, or other DoD contracts
  • Strong working knowledge of FAR, UFGS, UFCs, and Division 01
  • Proven ability to manage large multidisciplinary project teams
  • Proficiency with Microsoft Office; experience with Primavera P6 preferred
  • U.S. Citizenship required

  • Professional certification or licensure (PMP, PE, etc.)
  • Previous OCONUS project experience, particularly in Guam or the Indo-Pacific region
  • Experience working on active military installations
  • Demonstrated ability to manage complex logistics and supply chain challenges in remote environments

Responsibilities

  • Serve as the Contractor’s primary representative to the Government, including NAVFAC ROICC, Contracting Officer (KO), and Government QA personnel.
  • Ensure full compliance with contract requirements including FAR clauses, UFGS Division 01, and project specifications.
  • Manage formal project correspondence and contractual communications in accordance with NAVFAC procedures.
  • Lead the Design-Build delivery process in coordination with the Designer of Record (DOR).
  • Ensure design compliance with UFCs, UFGS standards, NAVFAC criteria, and contract requirements.
  • Oversee design development, design reviews, charrettes, and Government comment resolution.
  • Maintain alignment between design scope, schedule, and project budget throughout all phases.
  • Maintain full responsibility for project profit and loss (P&L) performance.
  • Establish and manage the Government-approved baseline schedule.
  • Develop recovery plans and perform time-impact analyses when required.
  • Integrate cost, schedule, and scope controls to support proactive decision-making.
  • Identify and mitigate contractual, technical, and logistical risks.
  • Provide leadership and direction to the Project Superintendent to ensure construction aligns with approved plans, specifications, and milestones.
  • Oversee subcontractor procurement, negotiation, and execution of subcontracts and purchase orders.
  • Maintain accountability for overall project safety and quality performance.
  • Ensure proper implementation of the Accident Prevention Plan (APP) and Contract Quality Control (CQC) Program.
  • Support safety and quality audits, inspections, and corrective actions.
  • Lead project meetings including preparatory, initial, progress, and coordination meetings.
  • Maintain clear communication with Government representatives, project staff, subcontractors, and corporate leadership.
  • Ensure all reporting, documentation, and project communication meets federal contract requirements.
