About The Position

The Department of Transportation and Infrastructure (DOTI) is seeking experienced construction project management professionals to fill two Project Manager Engineering Senior positions dedicated to the Sidewalk Enterprise Fund Program. One position is an unlimited-term appointment, and the second is a five-year limited position with an anticipated end date of December 31, 2031. As a Senior Project Manager, you will partner closely with engineering staff to lead construction procurement, contract administration, and project delivery for a diverse portfolio of sidewalk projects, guiding each project from preconstruction through closeout. The Sidewalk Program is a $40 million+ annual program established under voter-approved Ordinance 307, which shifted responsibility for sidewalk construction, reconstruction, and repair from adjacent property owners to the City. Funded by a property service charge, the Sidewalk Program is building a comprehensive, accessible sidewalk network across all Denver neighborhoods by addressing sidewalk gaps, substandard widths, and damaged sidewalks citywide. The Sidewalk Program is housed within DOTI's Transportation Implementation Division, Project Delivery Administration. This division delivers the City's capital transportation program through design and construction project management, program management, procurement, third-party coordination, and contract oversight. Requirements

• Five (5) or more years of professional project management experience in transportation/governmental work as an owner's representative, construction project manager or as a design project manager.
• Direct experience with managing alternative delivery construction projects.
• Experience in delivering sidewalk or other similar infrastructure projects that have direct impact to residents.
• Experience communicating amenably with project teams in a challenging and diverse environment.
• A passion for mentoring peers through positive interpersonal interactions.
• A comprehensive understanding of City and State agency policies, standards, and systems.
• Ability to follow strict and ethical policies and procedures that guide municipal project delivery work.
• Bachelor's Degree in Project Management, Engineering, Architecture, Landscape Architecture or a related field.
• Three (3) years of professional project management experience in the related occupational group including planning, managing, and scheduling projects and preparing and reviewing contract documents.
• One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
• Additional appropriate education may be substituted for the minimum experience requirements.
• Valid Driver's License at the time of application. Licenses and certifications must be kept current as a condition of employment.

• Experience with Design-Bid-Build (DBB), Design-Build (DB), Integrated Construction Services (ICS), Construction Manager/General Contractor (CMGC), and on-call work order contracts.

Responsibilities

• Serve as the primary construction project manager for a large portfolio of Sidewalk Program projects, managing work from preconstruction through construction closeout.
• Manage, coordinate, and direct complex sidewalk construction projects including project initiation, scoping, execution, and closeout — with coordination across City departments, elected officials, affected community and business organizations, and other internal/external stakeholders.
• Formulate scopes of work; develop project work plans covering time frames, funding limitations, contract costs, risk factors, staffing requirements, and phasing of resources.
• Create, analyze, and maintain project schedules and budgets; develop cash flow analyses to optimize project timing aligned with fund revenues and program commitments.
• Identify and mitigate construction risks throughout the full project lifecycle; maintain risk registers and communicate mitigation strategies to program leadership.
• Monitor construction progress to ensure conformance to scopes, schedules, specifications, and regulatory requirements. Provide on-time deliverables.
• Prepare pre-bid and pre-proposal materials (RFQ/RFP) defining scope of work; set up selection boards; respond to bidder questions; review submittments and bids; prepare award recommendations.
• Facilitate the procurement of construction contractors and on-call services teams.
• Administer construction and professional services contracts including review and approval of pay applications, change orders, submittals, RFIs, and schedule updates.
• Understand and manage contractual obligations for all parties; apply knowledge of alternative delivery methods.
• Issue and administer Task Orders (professional services) and Work Orders (construction) under on-call contract vehicles in coordination with the program team and DOTI Procurement.
• Ensure contractor compliance with City prevailing wage, MWBE equity participation goals, prequalification requirements, and all applicable contract terms.
• Support the development and update of policies, processes, standard operating procedures, and programmatic agreements related to Sidewalk Program construction procurement and delivery.
• Work alongside the Sidewalk Senior Engineer and Transportation Implementation leadership on coordination, planning, and technical activities necessary to advance project delivery — driven by data and community need.
• Collaborate with the leadership and construction services contractor(s) to align project sequencing, delivery timelines, and program goals.
• Develop annual project workplans; align construction readiness with available funding, design completion, and available construction mechanisms.
• Develop and maintain programmatic tracking tools for KPIs, project status, budget, and schedule across the full portfolio.
• Support the Sidewalk Program with the development of new policies, processes, and programmatic agreements related to sidewalk construction.
• Serve as the reliable and definitive source for sidewalk construction project data; provide regular and accurate reporting to executive leadership, internal/external partners, and the public.
• Identify programmatic delivery improvements and innovations to ensure sidewalk projects are completed on time and on budget.
• Coordinate with Mobility & Safety Program leadership on annual budget requests and multi-year capital planning.
• Liaison to applicable bond Program Management Offices (Elevate, SPARK, RISE, Vibrant) for bond-funded sidewalk project schedules and finances; coordinate to ensure projects adhere to bond regulations.
• Develop communication plans and project status reports for key stakeholders; provide regular updates on project activities, risks, and mitigation strategies.
• Interact with utility companies, City agencies, and other governmental agencies to obtain necessary permits and clearances and to ensure regulatory compliance.
• Matrix manage and coordinate the work of consultants and staff augmentation resources supporting SEF project delivery.
• Serve as a public-facing representative for construction activities, using effective communication and strong relationship-building skills.
• Foster collaborative partnerships with City, regional, state, and federal agencies, community groups, and industry organizations to support continuous program improvement.
• Occasional after-hours work for community meetings, special events support, and field observations may be required.
