About The Position

Noblis MSD is seeking a DevSecOps Program Project Manager to support the Naval Sea Systems Command (NAVSEA) and Naval Surface Warfare Center (NSWCPD) missions. This role involves assisting in the day-to-day operations of the team and program, interacting with staff across multiple departments and seniority levels. The Project Manager will lead individual projects, people, or technical/functional solutions, working on advanced problems of significant scope and impact. This position requires applying broad and deep knowledge of professional specialty and business dynamics, working across multiple business or technical areas, and understanding policies, procedures, and techniques. The role involves building and maintaining effective customer service and project support relationships, demonstrating initiative, and proactively identifying and communicating needs. Influence at the team or department level is expected, along with participation in policy and procedure development. The role receives general supervision and requires autonomous, seasoned judgment.

Requirements

  • B.S. degree in Business or a Technical Field
  • 5+ years or more of related professional experience
  • Microsoft BI and Project Experience
  • Experience utilizing JIRA and Confluence
  • Experience developing financial trackers in MS Excel
  • US Citizen with a DoD Secret or the ability to obtain a DoD Secret Clearance
  • Up to 10% travel required

  • Primavera P6 experience
  • Significant past experience with U.S. Navy programs or operations
  • Experience coordinating with multiple stakeholders across different groups and levels of seniority

Responsibilities

  • Coordinate with stakeholders on technical needs and requirements of the DevSecOps Program.
  • Advise on technical priority, risk, and demand signal for the DevSecOps Program for different HM&E systems.
  • Support the development and maintenance of financial tracking systems, reports, and funding documentation.
  • Utilize tools including but not limited to Microsoft Power BI to create dashboards for financial visualization and Power Automate to streamline reporting workflows.
  • Prepare presentations and track expenditures and burn curves against program budgets.
  • Participate in technical meetings and program reviews to provide action-item-tracking support and to draft meeting minutes.
  • Develop Plan of Actions and Milestones (POA&Ms) for initiatives and provide status on the progress of those milestones.
  • Generate project plans, concepts of operation, and management outlines.
  • Develop and present technical presentations and information to various entities such as peers, shipboard installation managers, ship’s force representatives, and program sponsors.
  • Develop and maintain tracking sheets for various types of work products, including test equipment tracking, purchase order tracking, test procedure tracking, failed asset tracking, and equipment calibration tracking.
  • Perform task tracking using tools such as Jira, Confluence, and Microsoft Office.
  • Track project progress and software release schedules.
  • Provide support for program risk management identification and tracking.
  • Facilitate and manage project efforts using Agile methodologies in the scrum leader role, including resource allocation, estimation, and tracking of action items from various meetings and reviews.
  • Leverage Atlassian Jira for sprint planning and issue tracking, and Confluence for maintaining project and systems engineering process documentation, along with knowledge sharing materials.
