About The Position

The Project Manager, Development role will support the delivery of both new construction and renovation/capital improvement projects across our portfolio of military housing communities. This role reports directly to the VP of Development and will manage projects end-to-end, from design and entitlement through construction and closeout, coordinating architects, engineers, general contractors, and internal stakeholders to ensure projects are delivered on time, on budget, and to HMC's quality standards.

Requirements

Bachelor's Degree from an accredited college or university with a focus in engineering, construction, or a related discipline, or a demonstrated equivalent proficiency preferred.
4-6 years of project management experience, with demonstrated, hands-on experience in both new construction and renovation/rehab projects (not renovation-only or new-build-only background) required.
Experience managing residential (multifamily or single-family) construction projects required.
Strong, demonstrated knowledge of all phases of residential construction (framing, MEP, finishes).
Familiarity with West Texas construction conditions, subcontractors, and municipal permitting processes.
Proficient in reading plans, scopes, and project details, and proficient in understanding, daily updating, and management of scheduling software. Ability to learn the nuances of proprietary scheduling and job management software.
Working knowledge of construction contracts, budgets, and the bid/award process.
Working knowledge of asbestos, lead-based paint, mold, and PCBs. In aging military housing, these are near-certain, and management by abatement contractors plus regulatory notification are specialized skills.
Strong organizational skills with the ability to manage multiple concurrent projects across different phases (design, construction, renovation, closeout).
Strong proficiency with project management and scheduling tools (MS Project, Procore, Smartsheet, or similar).
Requires a self-motivated team player who pays close attention to detail and can prioritize in a fast-moving environment.
Effectively envision, develop, and implement processes to advance and manage business goals.
Takes initiative to identify and anticipate company needs and make recommendations for implementation.

Nice To Haves

Experience in military or affordable housing development (PPV/MHPI experience a plus) preferred.
Experience managing renovation work in occupied residential communities preferred.
Prior military service or familiarity with military installation processes and base access requirements preferred.
Certified Project Management Professional (PMP)-PMI preferred.
Certified Construction Manager (CCM) preferred.

Responsibilities

Manages ground-up development projects from entitlement/design through construction and closeout.
Supports due diligence, entitlement, permitting, and pre-construction planning for new development opportunities.
Coordinates architects, civil/structural engineers, superintendents, and general contractors through design development, GMP/bid, and construction phases.
Tracks construction progress against schedule, problem solves when needs arise, and identifies critical-path risks early and makes recommendations to streamline and remedy the deficiencies.
Manages the CPM schedule review and validation — critical path analysis, logic auditing, time impact analysis, and float ownership.
Independent cost estimating — quantity takeoffs, GMP reconciliation, buyout tracking, contingency management, independently pricing change orders rather than accepting GC pricing.
Supports construction lender and investor draw processes, coordination with third-party inspectors, and rapport-building with bondholders.
Manages builder's risk, OCIP/CCIP insurance programs; surety and bonding review, subcontractor default insurance, and Bond covenant/reserve funding compliance if applicable.
Manages occupied and unoccupied renovation projects, including scope development, phasing, and resident/base coordination to minimize disruption.
Oversees rehab scopes across HMC's existing housing portfolio, including whole-home renovations, system replacements, and capital improvement plans.
Coordinates logistics unique to renovation work in an occupied military housing environment (move-outs, temporary lodging, phased turnover schedules).
Develops and maintains project schedules, budgets, and scopes of work; proactively flags risks and variances to the VP of Development.
Serves as the primary point of coordination between architects, engineers, general contractors, and internal HMC stakeholders (property management, asset management, procurement).
Manages the bid, contract, and change-order processes for assigned projects.
Conducts regular site visits and progress inspections; documents and reports on construction quality and milestone completion.
Tracks and reports project financials, including draw requests, invoicing, and budget-to-actual reconciliation.
Ensures compliance with military installation requirements, base access protocols, and applicable building codes/regulations.
Coordinates with the military housing office and installation leadership as needed on project timing and resident impact.
Prepares project status reports and presentations for leadership and stakeholder reviews monthly, quarterly, and annually.
Maintains organized project documentation (contracts, drawings, submittments, RFIs, closeout documents).
