About The Position

Praescient Analytics is seeking an experienced Project Manager to lead a federal data transformation and business intelligence (BI) initiative supporting a globally distributed organization. This role will oversee the development of an enterprise data framework and BI capability that enables real-time, data-driven decision-making across multiple operational environments. The Project Manager will serve as the primary interface with government stakeholders and will be responsible for delivering a multi-phase effort that includes data assessment, BI platform design, dashboard development, and training and knowledge transfer. This role is critical to ensuring successful execution of a 12-month engagement focused on establishing a common data structure and implementing a sustainable BI capability. U.S. Citizenship is required.

Requirements

  • Bachelor’s degree in one of the following or a closely related field: Information Systems, Computer Science, Data Science or Analytics, Business Administration, Engineering
  • Minimum 10 years of experience managing IT, data, or business intelligence programs.
  • Demonstrated experience leading data integration, data architecture, or BI implementation efforts.
  • Prior experience designing or implementing business intelligence architecture in support of a U.S. military, Department of Defense, or similarly complex federal program environment.
  • Experience managing projects with multiple stakeholders across distributed organizations.
  • Experience delivering projects that include data assessment, transformation, and dashboard development.
  • Strong experience with Microsoft technologies , including Power BI, Excel, and SharePoint.
  • Proven ability to manage full project lifecycle, including planning, execution, risk management, and delivery.
  • Excellent communication, facilitation, and stakeholder engagement skills.
  • Must hold a minimum of a Secret security clearance.
  • Must be a U.S. Citizen.

  • Master’s degree in one of the following disciplines: Data Science, Data Analytics, Business Analytics, Information Systems, Computer Science, Software Engineering, Business Administration (MBA), Engineering Management, Public Administration (MPA)
  • Project Management Professional (PMP) or equivalent certification
  • Experience supporting the U.S. military
  • Experience implementing enterprise data governance frameworks and data architectures
  • Familiarity with Oracle Financial systems, enterprise asset management systems, or facilities management platforms
  • Knowledge of data security and compliance frameworks, including NIST, FISMA, and Privacy Act requirements

Responsibilities

  • Lead end-to-end execution of a data and BI consulting engagement, ensuring delivery on schedule, within scope, and aligned to customer objectives.
  • Serve as the primary point of contact for government stakeholders, providing regular status updates, risk management, and issue resolution.
  • Develop and manage an integrated project plan, including milestones, dependencies, and resource allocation.
  • Facilitate stakeholder interviews, workshops, and working sessions to define business intelligence requirements, KPIs, and reporting needs.
  • Oversee enterprise data assessment activities, including identification, cataloging, and evaluation of disparate data sources.
  • Direct development of a common data framework to enable integration and accessibility across systems.
  • Oversee design and delivery of BI dashboards using Microsoft technologies, including Power BI.
  • Ensure solutions are scalable, user-friendly, and maintainable by non-technical users.
  • Manage risks related to data quality, stakeholder alignment, and technical implementation.
  • Oversee development and delivery of training materials, documentation, and user training sessions.
  • Ensure effective knowledge transfer to enable long-term sustainment by the client.
