About The Position

The Project Manager, Construction, reporting to the Director of Engineering, is responsible for managing and delivering airport construction and capital improvement projects from initial planning through closeout. Serving as an independent contributor, this role collaborates with engineering, planning, operations, maintenance, finance, and external stakeholders to ensure projects are completed safely, on schedule, within budget, and in compliance with regulations and airport operational requirements. The Project Manager oversees multiple concurrent projects, manages consultant and contractor performance, administers contracts, negotiates change orders, monitors budgets and schedules, and ensures adherence to quality, safety, and operational standards. This position is critical to advancing the airport’s strategic infrastructure and development initiatives while minimizing impacts to airport operations and the traveling public.

Requirements

  • Bachelor's degree in Civil Engineering, Construction Management, Engineering Technology, Architecture, or a related field required.
  • Minimum of five (5) years of progressively responsible experience managing construction or capital improvement projects.
  • Experience overseeing multiple concurrent projects with responsibility for budgets, schedules, contracts, and stakeholder coordination.
  • Experience reviewing and administering construction contracts and change orders.
  • Valid driver's license required.
  • Thorough knowledge of construction project management principles, practices, and methodologies.
  • Knowledge of construction contracts, procurement practices, and contract administration.
  • Strong understanding of project budgeting, cost control, scheduling, and risk management.
  • Ability to interpret engineering drawings, specifications, technical reports, and contract documents.
  • Strong analytical, problem-solving, negotiation, and decision-making skills.
  • Excellent written and verbal communication skills.
  • Ability to effectively manage multiple priorities and deadlines in a fast-paced environment.
  • Ability to build collaborative relationships with internal and external stakeholders.
  • Proficiency in project management software and Microsoft Office applications.

Nice To Haves

  • Master's degree in Engineering, Construction Management, Business Administration, Public Administration, or a related discipline preferred.
  • Experience in airport, transportation, infrastructure, municipal, public-sector, or large-scale commercial construction projects preferred.
  • Licensed Professional Engineer (P.E.) in the Commonwealth of Pennsylvania preferred.
  • Familiarity with airport operational environments and FAA regulations preferred.

Responsibilities

  • Manage airport construction and capital improvement projects through all phases, including planning, design, pre-construction, procurement, construction, commissioning, and closeout.
  • Develop project scopes, construction phasing, schedules, budgets, and execution plans in coordination with internal and external stakeholders.
  • Monitor project progress, identify and resolve issues affecting scope, schedule, budget, or quality, and conduct periodic site inspections for conformance to plans and specifications.
  • Ensure projects comply with Authority standards, regulatory requirements, FAA guidelines, safety regulations, building codes, and industry best practices.
  • Coordinate project activities to minimize operational disruptions, maintain safe airport operations, and align construction phasing and sequencing with airport stakeholders.
  • Administer construction contracts, consultant agreements, and related project documents, ensuring all contractor obligations are satisfied, including specifications, safety, quality, asset data, warranties, as-builts, and punchlist items.
  • Review and verify contractor payment applications, evaluate and negotiate change orders and claims, and recommend approval of contract modifications.
  • Maintain accurate project documentation throughout the lifecycle and prepare reports, forms, executive summaries, financial updates, and project status briefings.
  • Review, approve, or coordinate tenant applications for facility modifications or additions.
  • Develop and manage project budgets, resource plans, cost forecasts, and review cost estimates, including assessing budget impacts from scope changes.
  • Monitor expenditures and commitments to ensure adherence to approved budgets and support capital planning and funding initiatives, including grant-funded projects.
  • Track project schedules, monitor contractor performance, identify schedule risks, implement mitigation strategies, and update leadership on milestone progress.
  • Work closely with engineering, planning, operations, maintenance, public safety, environmental teams, and coordinate with consultants, contractors, regulatory agencies, utilities, airlines, tenants, and other stakeholders.
  • Participate in project meetings, provide technical and project management expertise, and communicate project status, risks, and recommendations to management and stakeholders.
  • Monitor construction activities for compliance with environmental, safety, and security requirements and support inspections, audits, and regulatory reviews.
