Requirements

  • A minimum of a bachelor’s degree in engineering, project management, construction management, business, or related field.
  • A minimum of twenty (20) years of experience managing large projects.
  • Proven ability to manage complex budgets and schedules.
  • Knowledge of working in a government environment.

Responsibilities

  • Serve as the primary point of contact to the WMATA Task Manager to lead, manage, and supervise the scope of work associated with the projects, ensuring all work conforms to WMATA’s Capital Program Delivery processes and procedures.
  • Manage all work for the respective project lifecycles, including the production of project deliverables, with a focus on high-profile work involving substantial political interaction and public scrutiny.
  • Plan, staff, schedule, manage budgets, ensure quality control, maintain safety, and coordinate plan review and internal technical and support staff.
  • Facilitate the development and implementation of several contracts for the RBIR mechanical program.
  • Present progress to WMATA executive management, the Metro Board of Directors, and the General Manager when asked.
  • Provide recommendations with subject matter expertise on complex engineering issues with an innovative approach.
  • Develop a Project Management Plan for each project to coordinate and manage the overall contract budget, schedule, and risks for the work involved in the Tunnel Vent Shaft Rehabilitation Program.
  • Establish Planned vs. Actual Schedule and Cost variances with Key Performance Indicators (KPI) to communicate project status with all stakeholders.
  • Lead and attend program meetings (weekly meetings anticipated) with WMATA Task Manager and other WMATA personnel, and publish meeting notes documenting programmatic progress.
  • Comply with procedures identified in both the WMATA and Consultant Project Implementation Manual.
  • Ensure all work is in accordance with WMATA’s rules, regulations, and guidelines, specifically the Roadway Worker Protection Manual, Quality Management Manual, Construction Safety Manual, and Safety and Security Certification Plans.
  • Administer engineering requirements, program policies and procedures, including federal, state, and local transit administration regulations and policies.
  • Manage the program with little or no WMATA supervision.
  • Onboard appropriate personnel for the scope of work and general level of effort required to meet design reviews as the contract evolves.
  • Use applicable industry standard techniques to execute project work and manage the contract budget, schedule, and risks, reporting to WMATA Task Manager and Senior management.
  • Generate and disseminate Task Order Deliverables and status reporting for acceptance.
  • Assist with the closeout of the construction contract, including the development of a Lessons Learned Report and other documentation as assigned by WMATA.
