About The Position

AttainX is seeking an experienced and highly motivated professional for project and contract management support for the Department of Energy (DOE), Hanford Field Office (HFO), Assistant Manager for River and Plateau (AMRP). This role involves providing comprehensive support in contract management, research, analysis, and coordination of various contract actions and related correspondence. The specialist will act as a liaison for technical analysis review packages, guide contract actions, manage deliverables, and support contractor invoice reviews and performance assessments.

Requirements

  • BS/BA degree in a relevant field of study
  • 8 years of relevant experience, including experience with DOE project and contract management
  • Working knowledge of the Federal Acquisition Regulation (FAR) and FAR Supplements
  • Working level knowledge of DOE Indefinite Delivery, Indefinite Quantity (IDIQ) End State Contracts
  • Working level knowledge of DOE Prime Contract Invoice Review Process.
  • Working level knowledge of Hanford Site mission, activities, and priorities.
  • Working level knowledge of DOE Hanford processes and procedures.
  • Working level knowledge of DOE’s project and contract management practices, policies and procedures
  • Familiarity with or ability to learn/use other technology management tools employed at Hanford
  • Excellent written and verbal communications skills
  • Excellent communication responsiveness and customer service skills
  • Proficiency in Microsoft 365 with excellent knowledge of MS Word and Excel

Responsibilities

  • Provide contract management support, including preparation, coordination, revision and tracking of contract actions and related correspondence for subject matter experts (SMEs) and Division Directors (DDs).
  • Research, analyze and provide input on potential and existing contract actions, including change processes, duplicate claims and recommendations for negotiations.
  • Develop and serve as primary liaison for technical analysis review packages involving SMEs, Estimating, Contracts, Legal and DDs.
  • Guide and coordinate contract actions with functional and project-related organizations within HFO, including cost estimating, procurement and support staff.
  • Manage contract deliverables, draft letter responses, maintain project files and facilitate contracting meetings with updated change tracking logs.
  • Maintain and update the work breakdown structure dictionary.
  • Develop change order packages, including notifications, letter responses and government estimates.
  • Support contractor invoice reviews and task order efforts (scoping workshops, RFTPs, proposal evaluations and tracking progress).
  • Coordinate Contractor Performance Assessment Reporting System (CPARS) evaluation input at the project level by scheduling technical input sessions with SMEs, DDs and support staff.
  • Coordinate with project lead scheduler to maintain an updated schedule for pre-negotiation memo packages.
