About The Position

Reporting to the Manager, Strategy & Business Improvement, the Project Lead positions will focus on special projects in Collections & Litter Operations section. The two positions are as follows:

One Project Lead will lead several procurements, leveraging their project coordination, and stakeholder and contract management skills. The other Project Lead will use their operational skills to lead projects in preparation for special projects. These positions will focus on supporting the Collections & Litter Operations section on key upcoming projects.

Requirements

• Post Secondary education in a professional discipline pertinent to the job function combined with relevant experience or an equivalent of education and experience.
• Experience in conducting research, analysis, interpreting large volumes of data, summarizing findings and creating graphic presentations.
• Experience in presenting reports, presentations and recommendations to senior level management.
• Experience as a project leader; managing complex assignments from inception through to implementation with minimal direction while balancing political, community and other stakeholder interests, and resolving conflicts.
• Experience engaging and collaborating with internal and external stakeholder groups to build and sustain partnerships and deliver effective strategic solutions.
• Experience in conflict resolution in complex, multi-stakeholder situations.
• Advanced problem solving and decision-making skills with the ability to handle and resolve difficult situations in a professional manner.
• Ability to work both independently and as part of a team, and in collaboration with a wide range of stakeholders/subject matter experts.
• Ability to work under pressure and prioritize activities to meet tight deadlines.
• Proficiency with a variety of computerized office systems including MS Office (i.e., Word, Excel, PowerPoint, Outlook), database software packages, and digital meeting and collaboration tools.
• Must possess and maintain a valid Province of Ontario Class "G" Driver's License and qualify for the City's equipment operating permits and requirements.

Nice To Haves

• Knowledge of ArcGIS Pro or QGIS is considered an asset.
• Knowledge of Ontario Statues, including Occupational Health and Safety Act and Regulations, the Collective Agreements and related Labour legislation is considered an asset.
• SWMS experience is considered in asset.

Responsibilities

• Prepares staff reports to Committees and purchasing call documents such as Request for Quotations and Request for Proposals related to services or goods required by the unit.
• Coordinates, implements and develops tracking tools for large scale projects in the area of customer service improvement and waste programs.
• Liaises with members of the public, contractors, City divisions, districts and elected officials to address and resolve issues related to waste programs.
• Provides input and assists with the development of the Divisional Capital and Operating Budgets, ensuring that expenditures are controlled and maintained within approved budget limitations.
• Forecasts, pre-plans and allocates resources to future initiatives.
• Supervises project team members and support staff.
• Prepares responses, reports and correspondence on behalf of the Manager.
• Ensures project benchmarks, deliverables and standards are controlled, maintained and received within the terms of various goods and services agreements.
• Provides input, guidance and technical expertise in the development of customer service improvement initiatives.
• Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
• Coordinates the implementation of new waste management programs.
• Implements detailed plans and recommends policies/procedures regarding program specific requirements.
• Manages assigned projects, ensuring effective teamwork, communication and high standards of work quality.
• Collects, analyzes, evaluates and interprets information/findings to develop recommendations for improvement to existing Divisional projects, operating procedures, policies and services.
• Conducts site visits, field studies and available data to determine trends and make recommendations.
• Assists in the design and facilitation of policies, procedures and processes.
• Prepares responses, project plans, reports and status updates for senior management.
• Represents SWM Collections on various committees and working groups.
