About The Position

We’re looking for a hands-on Project Lead & Delivery Manager to drive planning, execution, and delivery for complex IT initiatives. You’ll partner with cross-functional teams and stakeholders to manage scope, schedule, budget, risks, and quality—while enabling agile teams to deliver working software iteratively.

Requirements

  • Bachelor’s degree in Engineering, Computer Science, Information Systems, Data Science, Business/Public Administration, Design, or a related field (or equivalent practical experience).
  • Project Management Professional (PMP) from the Project Management Institute (PMI).
  • 10+ years of project/program delivery experience, including leading complex IT/software initiatives.
  • Experience leading agile delivery (Scrum/Kanban), including planning, estimation, backlog readiness, and release management.
  • Strong stakeholder management and communication skills—able to translate between technical and non-technical audiences and drive decisions.
  • Strong organizational, analytical, and problem-solving skills.
  • Ability to communicate effectively in writing and verbally with senior military and civilian leadership.
  • Proficiency in performance tracking, reporting, and data-driven decision-making.

Nice To Haves

  • Experience leading organizational change management across multiple stakeholder groups.
  • Familiarity with modern web platforms and tools (e.g., Cloudflare, static sites/pages, JavaScript, Perl, databases, Salesforce).
  • Experience applying PMI PMBOK® practices and artifacts in a software delivery environment.
  • Exposure to DevOps/CI/CD, test-driven development, and observability practices.

Responsibilities

  • On day-to-day delivery across one or more agile teams, including scope, schedule, budget, dependencies, and quality.
  • Create and maintain delivery plans aligned to the product roadmap; lead status reviews and working sessions; and provide clear, timely reporting.
  • Identify risks and issues early, drive mitigation and resolution, and communicate trade-offs to stakeholders.
  • Facilitate collaboration across engineering, product, design, operations, and external partners/vendors.
  • Define and track key milestones, critical path activities, testing approach, release readiness, and acceptance criteria.
  • Support agile ways of working by facilitating ceremonies (stand-ups, planning, reviews/demos, retrospectives) and removing blockers (Scrum Master as needed).
  • Maintain delivery artifacts (plans, RAID logs, decisions, documentation) and help teams continuously improve.
  • Lead stakeholder communications: set expectations, gather feedback, and keep partners aligned on progress and outcomes.
  • Serve as Scrum Master (as needed) to identify and remove blockers to delivery.
  • Mentor and develop team members to ensure engagement, participation in ceremonies, and meaningful contribution.
  • Establish a sustainable delivery pace and a collaborative team culture.
