About The Position

Ballard Marine Construction is a specialty underwater and marine construction company delivering innovative technical solutions across the Power, Water/Wastewater, Transportation, Industrial, and Environmental markets. Project HSE Leads are embedded within Operations, working directly alongside project leadership, field supervision, craft employees, and subcontractors where the work is happening. This role has the authority, visibility, and support to influence how work is planned, challenge unsafe conditions, and help teams execute complex projects. This is an opportunity for a safety professional who wants more than inspections and paperwork, driven by field engagement, operational problem-solving, and protecting the people doing challenging work. The Project HSE Lead is the primary health, safety, and environmental resource for an assigned project, driving the daily execution of Ballard’s project-specific HSE program. This is a hands-on opportunity for an experienced construction safety professional who thrives in complex, fast-moving project environments and knows how to build trust in the field. The role helps shape how work is planned and performed, strengthens safe execution, and plays a direct role in protecting people while supporting the successful delivery of technically demanding marine and heavy civil projects.

Requirements

  • Bachelor’s degree in Occupational Health and Safety, Environmental Health and Safety, Construction Safety, or a related field preferred
  • OSHA 30 required
  • 3+ years of construction safety or HSE experience, preferably supporting heavy civil, marine, industrial, or other safety-sensitive projects
  • Experience implementing project-specific HSE programs, conducting field inspections, identifying hazards, and monitoring regulatory compliance
  • Experience leading incident investigations, corrective actions, safety training, workforce engagement, and HSE reporting
  • Experience partnering with project leadership, field supervision, craft employees, subcontractors, clients, and regulatory representatives
  • Strong knowledge of construction safety practices, OSHA requirements, and project-specific HSE programs
  • Ability to identify hazards, assess risk, and recommend practical corrective actions
  • Strong incident investigation, documentation, and reporting skills
  • Effective verbal and written communication skills with the ability to engage craft employees, field leadership, subcontractors, and clients
  • Ability to lead safety training, orientations, toolbox talks, and workforce engagement activities.
  • Strong organizational and time management skills with the ability to manage multiple priorities in a fast-paced project environment
  • Proficiency with Microsoft Office and applicable HSE tracking and reporting systems
  • Ability to work independently while maintaining strong collaboration with Operations and project leadership

Nice To Haves

  • OSHA 510 and 500 preferred
  • CHST, CSP, or other recognized safety certification preferred
  • Marine construction, barge, vessel, crane, heavy equipment, or other high-risk operational experience preferred

Responsibilities

  • Lead the daily execution of the project-specific HSE program in partnership with Operations and field leadership
  • Maintain a strong field presence to identify hazards, address unsafe conditions, and support safe work practices
  • Exercise stop-work authority when unsafe conditions or behaviors are identified
  • Develop and maintain required HSE plans, AHAs, environmental documentation, and project records
  • Monitor compliance with company policies, client requirements, and applicable regulations
  • Lead incident response, investigations, reporting, and corrective actions
  • Conduct safety orientations, training, and workforce engagement activities
  • Track and communicate HSE metrics, trends, and project performance
  • Perform other duties as assigned to support project needs
