About The Position

This position serves as a Project Finance Specialist for the Indiana Department of Transportation (INDOT) in the Project Finance Division, maintaining the integrity of a system of apportionments, i.e., allocation of federal funds over $1 Billion annually for state and local projects/activities, along with approximately $2 Billion in state funding spanning over multiyear funding set ups by Congress and the State. Federal funds are apportioned to the States based on a formula while state funds are identified through legislative efforts through fuel taxes and other sources relevant to highway system use. Employee is responsible for Quality Control and Assurance within the Project Funding unit of the Project Finance Division. This position is with INDOT's Central Office in Indianapolis.

Requirements

  • Demonstrated ability to quickly understand complex financial systems. Systems will include, PeopleSoft Financials, the Scheduling Project Management System, the Federal Highway System, and CAPWise.
  • Experience with reconciling multiple budget items within a complex network of data systems, some purchased, and others home grown.
  • Must be able to communicate well both verbally and written.
  • Ability to clearly describe data issues/errors determining if errors/issues are system related or data formulations.
  • Must be able and capable of working independently.
  • Intermediate Microsoft Excel skills.
  • Ability to interpret and put into practice policies and procedures along with the ability to identify, create, and clearly demonstrate needed changes, revisions, and improvements.
  • Must be able to adjust to constant changes within and outside the agency.
  • A High School Diploma or High School Equivalent (HSE) and at least six (6) years of accounting, auditing, financial analysis, or related experience applying the outlined knowledge, skills, and abilities in a similar role may be considered.

Responsibilities

  • Coordinate monthly with SPR Program Managers on status of work plan projects and reporting findings to the Project Funding Supervisor and Assistant Director of Project Funding and Budgets.
  • Reconciliation of Advance Construction report to verify accuracy. Usage of Advance Construction plays a part in the State’s annual August Redistribution funding.
  • Reconciliation of Contract Authority between FHWA and CAPWise and identify inconsistencies. It is Project Finance’s responsibility to track Title 23 obligations and balances.
  • Coordinate with FHWA on outstanding tasks requiring signature approval beyond agreed upon 5 business days and resolve CAPWise Interface errors as they occur. The use of Title 23 funds requires authorization through FMIS. Delay of authorization will also delay notice to proceed to consultants and contractors working on INDOT projects.
