About The Position

The Project & Equity Analyst works to advance the City of Burlington’s transition away from fossil fuels by collaborating with community members, external partners and stakeholders, and other Burlington Electric Department staff to ensure that the Burlington Electric Department (BED)’s Net Zero Energy (NZE) initiatives are equitable and accessible to all BED customers. This position performs project management, research, and community engagement activities in support of BED’s NZE vision and programs and supports internal organizational development and capacity-building around equity, inclusion, and sustainability.

Requirements

• Ability to actively support City diversity, equity, and cultural competency efforts within stated job responsibilities and work effectively across diverse cultures and constituencies.
• Demonstrated commitment to diversity, equity and inclusion as evidenced by various and former work duties, and/or ongoing trainings and professional development.
• BA/BS in Community and Economic Development, Sustainability, or related field is required.
• Three (3) years of experience in community development, environmental justice, or energy or climate policy or equivalent field is required.
• Demonstrated success in fostering collaborative and effective relationships internally as well as with coalitions of diverse stakeholder groups required.
• Strong verbal and written communication skills with demonstrated abilities in translating technical information effectively for a diverse audience and public speaking, public information, and use of presentation software and equipment required.
• Ability to organize and prioritize workload, complete multiple projects, and meet established deadlines required.
• Demonstrated analytical ability and attention to detail is required.
• Ability to work beyond the normal forty (40)-hour work week as needed consistent with the provisions of the BED/IBEW Collective Bargaining Agreement.
• Ability to attend early morning/late evening meetings as necessary to meet Department and community needs required.
• Ability to understand and comply with City standards, safety rules and personnel policies.
• Regular attendance is necessary and essential to meeting the expectations of the job functions.

Nice To Haves

• Additional experience may be substituted for a degree requirement on a two-for-one year basis.
• Knowledge of building science and/or sustainable transportation desired.
• Project management experience preferred.
• Experience with project management software desired.
• Advanced meeting facilitation techniques and experience leading collective decision-making processes incorporating multicultural and diversity, equity, and inclusion competencies desired.
• Training or experience in racial equity, anti-racism, and/or climate/environmental justice practices desired.
• Knowledge of renewable energy, climate change, and environmental justice issues and policies at the local, state, and federal levels desired.

Responsibilities

• Manage projects and initiatives that advance BED’s Net Zero Energy vision, including advising and coordinating with other BED departments on equitable and accessible program design and implementation.
• Identify opportunities to help advance energy efficiency and fossil fuel reduction among black, indigenous, and people of color (BIPOC) and other under-represented community members and work collaboratively to improve BED’s energy efficiency and strategic electrification program design and delivery.
• Develop relationships with community-based organizations, including regular listening, communication, and outreach, to ensure that Burlingtonians who have been marginalized are at the center of planning for and benefiting from the transition to NZE.
• Conduct research, analysis, and other tasks as assigned on cost-effective, equitable, and inclusive carbon reduction and NZE programs, policies, and initiatives in other jurisdictions.
• Conduct research on the most effective means of engaging BED’s BIPOC and other under-represented customers and advise BED’s Communications and Customer Care teams in the development and use of those tools.
• Build and advance relationships with local stakeholders to support mutually beneficial efforts towards an equitable transition to NZE, including businesses located in or serving the Burlington community.
• Support internship and fellowship programs as directed, including drafting scopes of work, and serving as a mentor.
• Assist with the development of grant applications and budgets and research possible funding sources.
• As directed, consult and coordinate with other City departments to advance NZE efforts.
• As necessary, represent BED regarding sustainability and equity issues before government bodies and various community and trade organizations, and present on behalf of BED at relevant conferences.
• Design data tracking tools that help demonstrate who is benefiting from BED’s NZE initiatives and identify opportunities for improvement.
• Support the Director and senior management in diversifying BED’s workforce, including reviewing job descriptions, collaborating with non-profit partners, supporting outreach on open position opportunities in coordination with Human Resources, and identifying other opportunities to create a diverse, equitable, and inclusive workplace.
• Participate in internal business process improvement efforts to evaluate and advise on how they could better support equity and inclusion.
• Identify and deliver professional development and training opportunities for BED staff that increase understanding of NZE and the role of equity and inclusion in achieving NZE.
