About The Position

Employee is responsible for the design and plan preparation of basic to moderately complex roads, bridges, culverts and intersections and for management and oversight of consulting engineers performing work for the Agency. Duties also include analyzing a variety of transportation and engineering studies, reviewing and approving various plan submissions and performing drainage and hydrology calculations. Employee reports to the Deputy Design Engineer.

Requirements

  • Completion of four years of post secondary education resulting in a Bachelor of Science Degree in Civil Engineering or related engineering field plus certification of registration as a Professional Engineer in the State of Ohio.
  • Minimum of 8 years of relevant work experience.
  • Additional training and experience in all aspects of geometric design of highways and related structures, CADD / GIS, drafting, and surveying.
  • Possess a valid State of Ohio Motor Vehicle Driver's License and an acceptable driving record.
  • Ability to communicate effectively, both orally and in writing
  • Ability to follow oral and written instruction
  • Ability to read and interpret construction plans and drawings
  • Ability to accurately write and interpret legal descriptions of property under direction of a registered land surveyor
  • Ability to work independently
  • Thorough knowledge of road construction practices and maintenance operations, as they relate to the job duties
  • Thorough knowledge of civil engineering theories, principles, and practices, as they relate to the job duties
  • Thorough knowledge of hydraulics and hydrology
  • Thorough knowledge of ODOT Construction and Materials Specification Manual
  • Thorough knowledge of ODOT Location and Design Manual
  • Thorough knowledge of Ohio Manual of Uniform Traffic Control Devices (OMUTCD) regulations and procedures as they relate to the job duties
  • Thorough knowledge of Standard Bridge Drawings
  • Thorough knowledge of highway construction specifications and standards
  • Thorough knowledge of the Ohio Department of Transportation’s Bridge Design Manual
  • Thorough knowledge of the theories, practices and procedures in civil engineering, hydrology, hydraulics and construction as they relate to job duties
  • Thorough knowledge of Agency policies and procedures
  • Thorough knowledge of material and vendor product specialization, and geometric design principles and the ability to interpret and apply them to the job duties
  • Thorough knowledge of personal computers, CADD and GIS software programs and pertinent third-party software and the ability to use and operate them on the job.
  • Thorough knowledge of the principles of geometry, trigonometry, and algebra and the ability to apply them to the job duties as needed

Responsibilities

  • Designs, prepares and approves plans for basic, moderately complex and complex culvert, bridge, intersection or roadway improvement projects
  • Performs field reviews of pre- and post-engineering projects
  • Reviews design plans and recommends revisions, adjustment and additions
  • Manages non-complex and moderately complex roadway planning and design contracts with consulting engineers ensuring adherence to project scope, schedule and budget
  • Researches deeds, plats, easements, and right-of-way documents and records relevant to engineering projects
  • Responds to public inquiries and complaints regarding engineering projects
  • Determines right-of-way takes, calculates closures and areas for right-of-way takes for engineering projects, and prepares legal descriptions under direction of the Surveyor
  • Performs data analysis and prepare technical transportation studies, e.g. traffic studies, signal studies, speed limit studies, etc. and proposed design solutions and recommendations
  • Organizes and attends in-house and out-source engineering projects meetings
  • Performs hydraulic and hydrologic calculations as they pertain to projects and inquiries
  • Coordinates engineering projects with other Departments and Agencies
  • Utilizes CADD and GIS Systems for engineering drawings
  • Designs general drainage improvements for County and Townships roads
  • Downloads survey notes by data collector and generates needed computer files for design purposes
  • Reviews and revises in-house engineering projects
  • Calculates quantities and computes estimates for in-house engineering projects and those designed by outside consulting engineers
  • Oversees and directs the progression of project design by outside consulting engineers
  • Provides engineering assistance to design personnel, survey crew, inspectors and highway service workers
