About The Position

The Project Engineer II is responsible for managing and executing Threshold Inspection, Private Provider Inspection, and Construction Materials Testing (CMT) projects throughout all phases of construction. This role places a primary emphasis on Threshold and Private Provider services while also supporting construction materials testing operations as needed. The Project Engineer II serves as a technical resource to clients, contractors, developers, and internal teams, ensuring compliance with approved construction documents, applicable building codes, industry standards, and project specifications. The successful candidate will oversee project schedules, budgets, reporting, and client communication while contributing to business development efforts and supporting the growth of ECS's inspection and engineering services.

Requirements

  • Bachelor of Science in Civil Engineering, Construction Engineering and Management, Materials Science Engineering, Architectural Engineering, or Geology.
  • A minimum of 2 full years of relevant experience.
  • Must have valid driver's license and insurance.
  • Professional Engineer (PE) license required in the state(s) where work is performed.
  • Strong knowledge of Florida Building Code requirements related to Threshold Inspections and Private Provider Services.
  • Experience reviewing structural plans, specifications, shop drawings, and construction documents.
  • Working knowledge of construction materials testing principles, procedures, and ASTM standards.
  • Strong project management and organizational skills.
  • Ability to manage multiple projects and deadlines simultaneously.
  • Strong written and verbal communication skills.
  • Experience preparing technical reports and communicating findings to clients, contractors, and regulatory agencies.
  • Ability to build and maintain strong client relationships.
  • E-6 US Military rank (if education and license requirements are also met).

Responsibilities

  • Manage Threshold Inspection and Private Provider projects from award through project closeout.
  • Perform and oversee structural inspections in accordance with Florida Statute 553 and applicable building code requirements.
  • Review structural plans, specifications, shop drawings, and related construction documents.
  • Prepare and submit inspection reports, deficiency notices, and required project documentation.
  • Coordinate with contractors, developers, architects, engineers, and local building officials throughout the construction process.
  • Attend project meetings and provide technical guidance regarding code compliance, structural observations, and construction progress.
  • Ensure construction activities comply with approved plans, specifications, and applicable code requirements.
  • Manage and support construction materials testing projects, including soils, concrete, masonry, structural steel, asphalt, and foundation-related testing.
  • Review field and laboratory testing reports and provide technical oversight as required.
  • Coordinate field personnel, project schedules, and testing requirements.
  • Support project managers and technicians in the successful execution of CMT projects.
  • Serve as the primary point of contact for assigned clients and projects.
  • Prepare proposals, change orders, project reports, and client deliverables.
  • Monitor project schedules, budgets, invoicing, collections, and overall project performance.
  • Maintain strong relationships with clients, contractors, developers, and industry partners.
  • Support business development initiatives and identify opportunities for additional services.
  • Mentor junior engineers, inspectors, and field personnel.
  • Provide technical guidance and support to project teams.
  • Assist with training and professional development initiatives within the department.
