The Project Engineer is responsible for ensuring projects are completed on time and within budget, or with successful attainment of objectives. This role involves completing specific phases or aspects of a project, such as technical studies, product design, preparation of specifications and technical plans, and product testing. The Project Engineer will design, develop, and improve internal processes and processing equipment, and coordinate activities related to technical developments, scheduling, and resolving engineering design and test problems. This position controls expenditures within project budget limitations, prepares interim and completion project reports, and provides functional and technical support to factories to minimize production and maintenance problems. The role applies engineering expertise to equipment design, problem-solving, and quality improvement, and participates in committees or task forces as necessary to contribute to company goals. The Project Engineer will support PRC and key support projects as a technical advisor or project manager, utilizing TQM principles to ensure tasks are done correctly the first time. This includes establishing requirements, process maps, and promoting TQM through actions and communications to internal and external customers. Responsibilities also include developing project scope, justification, and factory/company impact; preparing appropriations with cost estimates, savings, and timing plans; and developing and managing cost, asset, and scheduling controls. The incumbent hires and supervises various contractors, potentially up to 50 people across distinct trades, and must maintain a strong network of technical files, vendors, manufacturers, and engineering groups to respond to needs for new packaging methods or to identify technologies/equipment for the packaging area. The role evaluates, plans, and implements approved projects under the direction of Engineering, the Project Review Committee, and/or the Management Board. Additionally, the Project Engineer actively participates in company efforts to reduce operational costs and improve finished quality attributes, developing projects to utilize cost-cutting/quality-improving techniques or equipment. This includes analyzing and preparing appropriation requests for capital improvements and replacements of inefficient assets, collecting and organizing data for future capital improvements on a five-year capital spending budget basis, and maintaining an active cost reduction program. The incumbent must possess strong human relations skills for effective interaction with individuals from varying work disciplines and cultural backgrounds. The role also directs and compiles capital budgeting, collects future capital project requirements from factory departments, and compiles them into a final five-year capital budget. The Project Engineer controls the current fiscal year budget to meet factory needs and ensure future positioning. The role analyzes and prepares appropriation requests, including financial analysis for all capital and expense appropriation requests for new facilities and equipment for factory operating improvements, capacity increases, and equipment replacement.
