This position, under the guidance of the City Engineer, assists in reviewing plans and specifications, bid documents, design, and directing the construction of city public works improvement projects, including streets, sewer, water, storm, or irrigation systems. The role involves using excellent customer service skills to maintain effective working relationships with employees, officials, consultants, contractors, and the public. The position requires operating a motor vehicle for departmental business and assisting in the design of in-house projects by collecting preliminary field data and estimating. It also involves working with consulting engineering firms, assisting city engineering staff, consultants, and purchasing staff in bid and contract preparation and award, and working closely with senior project engineers to ensure successful project completion. Approximately 30% of the time may be spent working independently in the office or field on various projects. The role includes preparing composite reports, assisting in pre-bid and pre-construction meetings, reviewing plats for compliance with codes and standards, performing technical research and economic analysis for capital improvement projects, coordinating work schedules of consultants, contractors, and city workforce, providing advice to supervisors, communicating official plans and policies, issuing instructions, assigning duties, and examining work for accuracy. Field duties may include conducting surveys, drafting and reviewing plans, producing construction estimates, and assisting in securing materials and supplies. The position also involves projecting needs for department equipment, materials, and supplies, and assisting in the preparation of specifications, estimates, and bids for machinery, equipment, and contractor services. Daily, monthly, and annual reports and records are maintained. The employee must be alert to conditions on city streets and rights-of-way, take proper safety precautions, anticipate unsafe circumstances, and act to prevent accidents, being responsible for the safety of self, others, materials, and equipment. Reviews of planning memorandums and comments on suitability of requests are required, as is assisting other engineers in the field with decision-making and evaluating construction quality for acceptance. Attendance at work is essential. Assistance may be provided to other Community Works divisions with capital improvement projects as directed by the City Engineer. Non-essential duties may include participating in city and community committees to represent the city.
