About The Position

The Capital Regional District (CRD) serves as the regional government for 13 municipalities and three electoral areas across the southern Vancouver Island and the Gulf Islands. Infrastructure & Water Services plays a vital role in ensuring safe drinking water and fostering a resilient water supply, alongside the efficient management of the region’s wastewater systems. The CRD is embarking on exciting initiatives such as the Regional Water Supply Master Plan and the Core Area Wastewater Program. The Project Engineer, Enterprise Asset Management (EAM) leads and supports projects in the CRD’s EAM program, overseeing the planning, design, procurement, implementation, and optimization of technology for the optimal lifecycle management of physical assets within the organization. This role is critical to drive the advancement of EAM within the Corporate Asset Maintenance Management (CAMM) Division. This position will report to the Manager, Asset Management within CAMM and will act as the accountable lead for EAM program deliverables and prioritization of the work while working collaboratively with the manager and senior manager, including working closely with operations, trades, capital project delivery, information technology, finance, maintenance management, and reliability.

Requirements

  • A minimum of 10 years' directly related experience, including at least 4 years delivering EAM projects, equivalent large scale asset management initiatives, or an equivalent combination of training and experience.
  • Demonstrated experience in delivering EAM related projects or equivalent large scale asset management initiatives.
  • Strong technical knowledge of EAM technology, such as SAP, and a deep understanding of how EAM systems manage asset hierarchies, master data, and integrations with GIS, Financial systems, SCADA, or other enterprise systems.
  • Ability to develop corporate standards, procedures, and governance frameworks.
  • Excellent verbal and written communication skills, including the ability to build and maintain strong and effective relationships.
  • Strategic and analytical thinking, problem solving abilities, and time management skills.
  • Strong knowledge of computerized data processing and analysis.
  • Ability to create comprehensive project plans, including scope, schedule, budget, resources, and risk management strategies.
  • Demonstrated experience with collaboration, diplomacy, strong communication and relationship building skills to maintain highly engaged multi-disciplinary project teams.
  • Ability to build and maintain respectful working relationships in complex and time sensitive environments.
  • Proficiency with SharePoint Online and related business software, including Excel, PowerBI, and ArcGIS, to support EAM project documentation, data management, and reporting.
  • Excellent presentation skills with demonstrated ability to communicate complex, technical information to non-technical and technical audiences.
  • Ability to conceptualize and analyze problems from different viewpoints and utilize big picture thinking with a service-oriented mindset.
  • Knowledge of change management methods and ability to apply them (e.g., Prosci-ADKAR).
  • Ability to work in both office and operational field environments.
  • Degree in a related discipline
  • Professional engineering (P.Eng.) designation with Engineers and Geoscientists British Columbia (EGBC) or eligibility for designation.
  • Valid BC Driver's Licence Class 5

Responsibilities

  • Acts as the accountable lead for EAM projects, maintaining independent ownership and exercising professional engineering judgement for the planning, design, implementation, and optimization of EAM software and business processes.
  • Lead and direct consultant activities to advance EAM-related projects acting as the primary contact, including contractual oversight.
  • Advise and support the implementation of EAM functions within Infrastructure and Water Services (IWS) and other departments.
  • Review, refine, and validate EAM business requirements and business process maps with interested parties; monitor and report on the EAM roadmap and timeline for phased project implementation and ongoing continuous improvements of EAM across the organization; identify risks and mitigation strategies.
  • Scope, pilot and refine EAM initiatives in collaboration with internal partners, including operations, engineering, information technology, and finance.
  • Follow project management principles to lead and deliver projects within the EAM program; develop, implement and oversee project related scope of work, schedules and budgets.
  • Analyze and evaluate existing EAM documentation to assess organizational readiness and provide professional engineering judgment on gaps, risks, and alignment with industry best practices.
  • Participate in relevant communities of practice and knowledge sharing platforms to stay current on EAM advancements and lessons learned from other local governments.
  • In partnership with divisional staff, develop and implement standards and processes to identify and collect asset information throughout the asset life cycle for capital planning, capital project delivery, financial reporting, and operation and maintenance activities.
  • Evaluate and assess CRD technology and how current workflows, data structures, and integration points are functioning and how they support or fail to support existing or future EAM system requirements and configurations.
  • Review and assess existing asset information to evaluate data quality, accuracy, and completeness and advise on continuous improvement measures in alignment with the EAM program.
  • Develop and maintain a comprehensive Data Governance Manual that defines corporate EAM standards and procedures.
  • Advise, support, and lead procurement for EAM projects, including planning, design, and implementation support for EAM related technologies, ensuring technical requirements, evaluation criteria, and workflows align with the corporate EAM strategy and end user acceptance.
  • Provide technical leadership on system configuration, system integration, and data stewardship in alignment with EAM standards.
  • Provide professional and technical expertise, guidance and direction on EAM project activities; act as the primary contact for staff members on EAM project related matters.
  • Provide expertise and guidance for EAM training, including technical support.
  • Lead and/or assist services to implement and optimize EAM solutions based on corporate standards and guidelines.
  • Lead and support the completion of actions and targets within the Corporate Asset Management Strategy, as assigned.
  • Explain difficult concepts and persuade others to adopt a point of view and actively works to encourage teamwork, collaboration, and efficiency.
  • Prepare reports and memos on projects to update internal customers and project sponsors; present updates as required.
  • Follow all policies, procedures and standards of the CRD.
  • Perform other related duties as required.
