Requirements

  • Bachelor’s degree in Engineering, Construction Management, or related field (or equivalent experience)
  • 15+ years of experience in large-scale capital project delivery within power generation or process industries
  • Demonstrated experience leading the full lifecycle delivery of at least one CCGT power plant project (development through commissioning) and a deep experience with combined cycle plant systems, including gas turbines, HRSGs, and balance of plant
  • Experience delivering projects for a regulated utility, independent power producer, or EPC contractor and proven ability to lead projects exceeding $500M in total installed cost
  • Strong leadership experience managing large, multi-disciplinary teams across engineering, permitting, construction, commissioning, and technology/Gen AI enablement
  • Expertise in project delivery models, including EPC, EPCM, and/or multi-prime contracting and strong understanding of project controls, including cost management, scheduling, and risk management

Nice To Haves

  • Experience serving as Owner’s Representative or in an EPCM delivery model
  • Prior experience supporting regulatory approvals (e.g., CPCN or equivalent)
  • Certifications such as PMP, PgMP, or AACEi (CCP, PSP)
  • Experience implementing Project Delivery Systems and Stage Gate governance models
  • Familiarity with digital project delivery tools (Primavera P6, Maximo, Procore, advanced analytics/AI tools)

Responsibilities

  • Serve as the single point of accountability to utility clients for providing full lifecycle professional services support on a multi unit maplej a utility-scale CCGT project, from early development through commissioning and turnover to operations.
  • Establish and lead the integrated project organization across engineering, permitting, procurement, construction, commissioning, and project controls.
  • Provide executive-level leadership to ensure alignment of project objectives with business case, regulatory commitments, and operational requirements.
  • Lead early project development activities including site development, permitting strategy, commercial structuring, and execution planning.
  • Oversee preliminary engineering, OEM engagement, and long-lead equipment reservation strategies.
  • Direct development of Class III cost estimates, integrated Level 2 and Level 3 schedules, and risk assessments.
  • Define contracting strategy (EPC, EPCM, or multi-prime) and lead contractor sourcing and negotiations.
  • Ensure readiness for regulatory approvals and investment decisions through structured stage gate processes.
  • Lead all aspects of project execution, including detailed engineering oversight, procurement, construction management, and commissioning.
  • Ensure safe, predictable, and high-quality construction and installation of major plant systems, including gas turbines, HRSGs, and balance of plant.
  • Oversee integrated schedule and cost performance, ensuring alignment with contractual commitments and financial targets.
  • Direct construction management and field execution teams, ensuring effective coordination across multiple contractors and work packages.
  • Lead commissioning, startup, and performance testing through achievement of substantial completion and commercial operation.
  • Implement and enforce a robust Project Delivery System, including stage gate governance and independent assurance reviews.
  • Ensure best-in-class project controls across cost, schedule, scope, risk, and change management.
  • Provide executive reporting on project performance, risks, and mitigation strategies.
  • Lead proactive risk identification and mitigation, including supply chain, labor, regulatory, and contractor performance risks.
  • Serve as the primary interface with executive stakeholders, regulators, partners, and contractors.
  • Ensure alignment between owner, contractors, and key suppliers across all phases of delivery.
  • Lead commercial strategy execution, including contract management, claims avoidance/resolution, and performance management.
  • Support regulatory filings, approvals, and stakeholder communications as required.
  • Build and lead a high-performing, integrated project team across development and execution phases.
  • Mentor and develop project managers, engineers, and project controls professionals.
  • Foster a culture of safety, accountability, and continuous improvement.
