About The Position

Arcadis is seeking an experienced Project Cost Controller to join its Major Projects team, supporting large Design-Build transportation pursuits and projects. The role will support cost control activities from pursuit through closeout, with a focus on baseline development, cost performance, earned value reporting, forecasting, and profitability on fast-paced capital projects. In this role, you will support the cost control function across a portfolio of major pursuits and active projects. Working closely with Project Managers and Commercial Managers, you will help translate priced fee proposals into system-ready cost baselines, establish clear work breakdown, and maintain robust reporting models that provide timely insight into cost performance, earned value, forecasting, change management, and margin protection.

Requirements

  • Bachelor’s degree in Civil Engineering, Construction Management, Finance, Accounting, or a related field.
  • 5 or more years of cost control or project controls experience in the field of design-build projects.
  • Ability to manage time to support multiple projects and maintain accurate reporting standards
  • Demonstrated experience on fixed-price / lump-sum contracts, including EAC/ETC forecasting and variance analysis.
  • Hands-on experience developing baseline WBS and cost structures within Oracle (ERP equivalent), including setup, forecasting, and reporting.
  • Advanced Excel skills, with the ability to build and maintain reporting models
  • Strong written and verbal communication skills, with the ability to clearly explain cost, earned value, and performance information to project teams and leadership.
  • Strong analytical skills with high attention to detail and data integrity.

Nice To Haves

  • Experience supporting large-scale capital projects, preferably in the transportation sector.
  • Power BI (or similar) dashboarding and data-modeling experience.
  • Working knowledge of P6 schedules
  • Professional license or accreditation in the field of cost engineering or project controls (e.g., AACE CCP/EVP/PSP).

Responsibilities

  • Support fee proposals across a portfolio of pursuits, converting priced fee files and staffing plans into consistent, system-ready work breakdown and cost breakdown structures, and validating estimate roll-ups by role, discipline, and work package.
  • Develop and execute baseline WBS and cost structures within Oracle in a streamlined, repeatable way, establishing clean cost baselines and the mapping between the P6 schedule, the WBS, and the Oracle cost structure so project managers have decision-ready information at award.
  • Own data integrity within Oracle, including timesheet coding, commitments, accruals, and cost postings, and drive standardization of setup so the process is efficient, auditable, and consistent across the portfolio.
  • Create and maintain earned value and cost reporting models that reconcile to Oracle actuals and the P6 schedule, producing the metrics and dashboards needed to manage fast-paced fixed-price contracts and enable timely stakeholder decision-making.
  • Maintain rolling cost forecasts and EAC/ETC projections, track trends and contingency, and quantify the cost impact of change orders and relief/compensation events to support the commercial team.
  • Support monthly cost cycles, invoicing, work-in-progress, and cash-flow reporting, providing clear insight into margin, contingency drawdown, and profitability across active projects.
