The Project Controls 4 position supports the Earned Value Management System (EVMS) and Project Controls System for projects with significant non-routine requirements. This role performs and provides technical direction for cost estimating, cost analysis, cost control, planning, scheduling, and related project controls activities while identifying cost and schedule trends requiring management attention. This position operates at an expert level, applying broad expertise and independent judgment to unusually significant, unique, or complex project controls issues. The role contributes to the development of objectives, principles, advanced concepts, techniques, and standards and works under consultative direction toward predetermined long-range targets with wide latitude in methods, techniques, and evaluation criteria.

Requirements

Bachelor’s degree and a minimum of twelve years of related experience, or an equivalent combination of education and experience. At this level, postgraduate coursework may be expected.
Experience performing, monitoring, and reviewing planning and scheduling functions, including schedule development, schedule control, and schedule analysis.
Experience performing, monitoring, and reviewing cost engineering functions, including cost estimating, cost control, financial reporting systems, and cost analysis in both field and home office environments.
Expert-level knowledge of Earned Value Management System (EVMS) tools and processes.
Knowledge of financial reporting systems, controller account codes, controller instructions, project financial status reports, and earned revenue determination data that impact project controls.
Intermediate understanding of project controls general technical skills.
Knowledge of engineering and/or construction management customarily acquired over time through specialized instruction or practical experience.
Knowledge of supervision, personnel administration, and training of technical and non-technical personnel.
Skilled in oral and written communication.
Proficiency with personal computer operating systems, basic software applications, and multiple discipline-specific software applications currently used.
For positions also serving as a Control Account Manager (CAM), subject matter expertise and proven experience with project controls and/or project management, project budgets, cost estimating, cost control, cost analysis, project scheduling, corrective action implementation, detailed and accurate status reporting, and engineering functions and principles needed to understand, implement, and monitor technical projects.
Due to the nature of the government contract requirements and/or clearances requirements, US citizenship is required.

Responsibilities

Support the Earned Value Management System (EVMS) and Project Controls System through cost estimating, cost analysis, cost control, financial reporting, planning, scheduling, and related project controls activities.
Perform, review, and supervise the preparation and presentation of cost engineering and planning deliverables for projects, proposals, disciplines, and project organizations.
Supervise schedule development, maintenance, monitoring, control, and analysis activities to ensure project work is completed as scheduled.
Supervise cost engineering analysis and control activities, including evaluation of cost trends and identification of issues requiring management attention.
Provide technical direction for cost engineering and/or planning and scheduling activities as delegated.
Support project organizational and administrative activities while ensuring project controls work products align with project objectives, schedules, budgets, and reporting requirements.
Develop and apply advanced concepts, techniques, standards, and professional principles to solve complex cost, schedule, and project controls challenges.
Use independent judgment to determine courses of action, evaluate intangible project information, and develop highly creative and effective solutions.
Contribute to future project concepts, products, technologies, and long-range project controls objectives through expert-level technical guidance.
