About The Position

We are seeking an experienced and detail-oriented Project Controls Manager to lead and oversee project planning, scheduling, and cost management functions for minor construction projects. This role is essential to driving multiple portifolio project success by implementing effective project controls strategies, ensuring compliance with Department of Energy (DOE) requirement standards. As a Project Controls Manager reporting to the Project Control Director, you will manage and lead teams within the project controls department, fostering a culture of excellence, and collaboration in project execution.

Requirements

  • Bachelor's Degree and minimum 7 years of relevant experience OR Applicants without a bachelor's degree may be considered based on a combination of at least 15 years of completed education and/or relevant experience.
  • Demonstrated experience with DOE Order 413.3b and EVMS requirements, including planning, scheduling, cost control, and risk management for minor construction projects
  • Proficiency in project controls software, such as Primavera P6, CloudEVM, Clipper, Bi-lauch, Empower, Crystals, Acumen Fuse & Risk or similar.
  • Progressive experience in Project Controls or Project Management, which includes demonstrated supervisory or leadership experience
  • High level of understanding and competency in Controls theory, techniques, and practices associated with Project Controls and management.
  • Requires knowledge of baseline configuration management, project planning and schedule development, estimates at completion, trends, management reporting, and estimating.
  • Requires proficiency in the use of applicable P6 scheduling software.
  • Must possess organizational skills, strong verbal and written communications skills, and the ability to interface effectively with all levels of management, both within and external to stakeholders.
  • Requires knowledge of and experience in field/activities/operations being supervised to provide comprehensive direction to staff and work group.
  • Must be knowledgeable of business and operations support, resources, practices, processes, and policies needed to solve problems and accomplish work
  • Knowledge of project management systems, earned value systems and business systems/applications.
  • Skilled in oral and written communication, with demonstrated ability to present information to management and the client.
  • Demonstrated skill in identifying, analyzing, and solving problems.
  • Demonstrated skill in management, supervisory, and personnel administrative functions.
  • Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status.
  • The ability to obtain and maintain a Department of Energy Q clearance is required.
  • Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP).
  • If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10 Code of Federal Regulations (CFR) 709.

Responsibilities

  • Lead, develop, and manage project controls teams daily, ensuring alignment with project goals, deliverables, and organizational objectives.
  • Align project controls teams to follow established project controls standards, procedures, and compliance requirements, driving consistency and accountability across projects.
  • Implement project controls frameworks and best practices to enhance project efficiency and effectiveness.
  • Prepare and present regular project status reports, including earned value management (EVM) progress tracking, variance analysis, and budget adherence.
  • Additional services include implementing change control management and critical path method network analysis.
  • Drive process improvements in project controls systems, enhancing project management effectiveness and compliance.
  • Develops plans to achieve organizational objectives in concert with directorate goals and ensures plans are executed in accordance with established performance expectations.
  • Leads the organization in a professional "can-do" attitude focused on getting the work done.
  • Fosters an environment that supports cooperation and cohesiveness between multiple functional groups.
  • Conducts personal effectiveness appraisals and performance evaluation and determines pay increase of immediate subordinates within guidelines set by management.
