About The Position

Blattner is expanding its energy construction leadership into gas power generation, offering a unique opportunity to help build this new business from the ground up, backed by a company with decades of proven success in the energy sector. This position will help shape the processes and standards that carry this business forward to deliver end-to-end hybrid energy solutions. The role provides leadership of project controls personnel assigned to a project management team, ensuring all Blattner project controls processes and deliverables are efficiently executed and delivered to the project team. The Project Controls Manager will act as a subject matter expert in the analysis of project data, providing recommendations for improvements to processes to the Director - Project Controls and project management teams, ensuring controls remain standardized and consistent across all business units. This role also leads cross-business-unit modernization of tools, data, and processes to improve predictability, profitability, and decision velocity.

Requirements

  • A Bachelor’s degree in Construction Management, Industrial Engineering Management, Engineering, Supply Chain Management, or related field; or equivalent education or relevant experience required.
  • Five or more years progressive experience in a construction project controls discipline including project scheduling, project cost, or project risk analysis or a combination of these experiences.
  • Previous experience leading senior level individual contributors required.
  • Adept in team building and managing remote and in-office employees providing purpose, direction, and motivation to achieve team objectives and goals.

  • Working knowledge of scheduling software (Primavera, Microsoft Project).
  • Working knowledge of cost forecasting software (i.e. Ecosys)
  • Working knowledge of Risk Analysis software (i.e. Primavera Risk, Acumen Risk, @Risk, Safran, etc.)
  • Expert in Microsoft Office (Excel, PowerPoint, Visio).
  • Effective communication skills (oral, written, presentation, listening).
  • Strong mentorship skills (open, supportive, listen, guidance, able to provide timely and constructive feedback on employee performance).
  • Ability to organize and prioritize numerous competing tasks for various stakeholders.

Responsibilities

  • Oversees assigned project controls teams and third-party consultants; provides performance evaluation, time approval, recruitment, and mentorship.
  • Develops, controls, and analyzes Critical Path Method (CPM) schedules; conducts schedule risk analysis; manages risk and management of change.
  • Manages workload to ensure timely delivery of schedules, cost forecasts, risk registers and analyses, dashboards, S-curves, and histograms.
  • Conducts strategic analysis of project data to drive decisions; provides concise, actionable recommendations to project teams.
  • Ensures project controls contractual obligations to clients are met; advises project management on contract evaluation and change management.
  • Identifies project controls deliverables of internal and external partners; ensures contractual obligations are prepared and delivered as required.
  • Ensures adherence to project controls policies and standard operating procedures (SOPs); ensures new Schedulers complete required training on policies, procedures, tools, and systems.
  • Collaborates with stakeholders to align and improve processes and systems; assists with methods to measure project controls competencies and schedule effectiveness.
  • Supports Project Controls leadership with communication plans and organizational updates to Operations and stakeholder departments.
  • Owns the enterprise Project Controls Governance Framework: sets companywide standards for baselines, progress measurement (including EVM), forecasting cadence, and risk/contingency policies.
  • Ensures disciplined forecasting, cost management, and schedule integrity within the portfolio, enabling the accurate deliver of 3–12 month forecasts, consolidated executive reporting, and informed margin- and cash-flow-protecting mitigation plans.
  • Pre-award involvement: partners with Estimating and Engineering to develop pursuit schedules, execution strategies, and probabilistic risk/contingency recommendations for mega-projects; participates in executive bid reviews.
  • Baseline & contingency authority: chairs baseline and re-baseline reviews; approves contingency drawdown rules; ensures alignment between commercial terms and controls processes.
  • Advanced risk analytics: institutionalizes Monte Carlo/quantitative risk analysis for schedule and cost; translates outputs into management reserves and scenario plans.
  • Digital & data transformation: owns selection, implementation, and adoption of project controls tools and data pipelines (scheduling, cost, risk, BI); standardizes dashboards and KPIs across the enterprise.
  • Cross-functional leadership: leads governance forums with Operations, Estimating, Engineering, Supply Chain, Finance, and PMO; resolves systemic schedule and cost risk issues.
  • Financial impact: connects controls metrics to financial outcomes (CPI/SPI, forecast accuracy, contingency utilization); recommends actions to protect margin and cash; escalates critical variances to executives.
  • Continuous improvement: executes enterprise initiatives to reduce change cycle time, improve forecast accuracy, and increase schedule adherence across business units.
