About The Position

The Project Controls 3 professional supports the Laboratory's Earned Value Management System (EVMS) and Project Controls System through advanced cost engineering, estimating, scheduling, analysis, and control. This senior-level position works with significant independence to resolve complex project controls issues, identify trends requiring management attention, and provide technical direction to project controls personnel as delegated.

Requirements

Bachelor's degree and a minimum of eight years of related experience, or an equivalent combination of education and experience.
Advanced experience performing, monitoring, and reviewing project planning, scheduling, cost engineering, cost estimating, cost control, and cost analysis functions.
Hands-on Primavera P6 experience, including schedule development, maintenance, monitoring, and analysis.
Advanced knowledge of Earned Value Management System (EVMS) tools, processes, and project performance measurement
Experience with Deltek Cobra administration and backend software capabilities, including the ability to work with Cobra in a restricted/red-network environment.
Knowledge of engineering and construction management practices acquired through specialized instruction and/or practical experience.
Proficiency with multiple project controls software applications, personal computer operating systems, and standard business software.
Strong written and verbal communication skills and the ability to work effectively with technical and non-technical personnel.
Ability to work full-time on-site in Los Alamos, New Mexico on a 4/10 schedule.
Active Q clearance or ability to obtain and maintain a DOE Q clearance.

Nice To Haves

Active DOE Q clearance.
Advanced Deltek Cobra administration experience, including backend configuration or software capabilities.
Prior experience using Cobra and project controls tools on a classified or restricted red network.
Experience supporting DOE/NNSA or other highly regulated government projects.
Post-graduate coursework in project management, engineering, construction management, business, or a related discipline.
Experience supervising, training, or providing technical direction to project controls personnel.
Knowledge of supervision, personnel administration, and training practices

Responsibilities

Support implementation and maintenance of the Earned Value Management System (EVMS) and Project Controls System.
Perform cost estimating, cost analysis, cost control, forecasting, and related project controls activities.
Develop, maintain, monitor, and analyze integrated project schedules using Primavera P6.
Evaluate project performance, identify cost and schedule trends, and communicate issues requiring management attention.
Perform schedule development, status updates, progress monitoring, variance analysis, and corrective-action support.
Provide technical direction and, when delegated, supervision for cost engineering and/or planning and scheduling activities.
Ensure assigned project controls work is completed accurately and according to established schedules and requirements.
Support project organizational and administrative activities and coordinate with project management, engineering, construction, and other stakeholders.
Develop solutions to complex project controls issues using independent judgment, creativity, and in-depth analysis of variable factors.
Coordinate activities of other personnel as needed and contribute to the development or improvement of project controls methods and processes.
Work with Deltek Cobra for EVMS/cost processing and reporting, including work performed on the Laboratory red network.
