About The Position

CMTS is seeking a highly motivated Project Controls Cost Manager to support large-scale aviation capital improvement programs in Los Angeles, CA. This role is responsible for overseeing project and program-level cost controls, contract performance analysis, budgeting, forecasting, and reporting activities throughout the project lifecycle. The ideal candidate will bring strong leadership, technical expertise, and experience supporting complex multi-million-dollar construction programs.

Requirements

  • Minimum fifteen (15) years of professional experience in project controls, cost engineering, or construction management
  • Experience supporting large-scale, multi-million-dollar aviation or airport construction programs required
  • Experience evaluating and reporting on Alternative Delivery methods required
  • Strong understanding of project controls disciplines including cost management, forecasting, scheduling, estimating, and risk management
  • Experience with PMIS platforms such as PMWeb or similar systems
  • Proficiency with Microsoft Office Suite applications including Excel and Word
  • Experience with Adobe Acrobat required
  • Excellent written and verbal communication skills
  • Strong organizational, analytical, and problem-solving abilities
  • Ability to work effectively with technical teams, management staff, contractors, and stakeholders
  • Self-starter with strong attention to detail and ability to manage multiple priorities in a fast-paced environment

Responsibilities

  • Review cost and contract performance across the Capital Program and identify/report variances, trends, and risks
  • Develop and implement policies, procedures, and reporting tools to support program-wide cost controls
  • Perform independent analysis of project cost and contract performance throughout all project phases
  • Support budgeting, invoice processing, progress reporting, forecasting, resource management, and project closeout activities
  • Assist with the administration and monitoring of Program Services Budgets
  • Collaborate with Risk Management teams to calculate and report project and program risks
  • Develop and coordinate cost recording, monitoring, and reporting practices to ensure compliance, consistency, and accuracy
  • Support and mentor project controls and cost engineering staff across the Capital Program
  • Coordinate with Finance and Estimating teams regarding Asset Register and project capitalization activities
  • Collaborate with Controls teams on expenditure forecasting and financial reporting
  • Support responses to internal and external audits related to project controls and cost management
  • Prepare executive-level reports, dashboards, and presentations regarding project cost performance and forecasting
  • Maintain compliance with client procedures, contract requirements, and industry best practices
  • Support project meetings and communicate cost-related updates, risks, and recommendations to leadership teams
