About The Position

First Quality is seeking a Project Controls Engineer for their First Quality Tissue Midwest, LLC manufacturing facility located in Defiance, OH. This role is crucial for managing and overseeing project controls, including field changes, invoice reviews, cost reporting, earned value measurement, cash flow management, scheduling, and contract close-out. Requirements

  • Bachelor’s in Electrical, Controls Engineering, Computer Science or related field.
  • Deep domain in controls engineering.
  • Minimum 5-7 years of relevant experience and proven track record of success.
  • Excellent communication skills.
  • Excellent analytical skills and wide degree of creativity.
  • Advanced knowledge of PLC based hardware and software.
  • Leadership abilities; minimum 1 year supervisory experience.
  • Computer skills including specific controls programming software, email, word processing, spreadsheet applications, and project management software.

Nice To Haves

  • Paper experience is a plus.

Responsibilities

  • Develop, track, analyze, forecast, and process on-site field changes (FCRs).
  • Set up and run weekly Contractor meetings to review, negotiate, and approve FCNs.
  • Ensure all back-up information for FCNs is supplied and check against base scope for discrepancies.
  • Summarize approved FCNs per Contractor and forward to Procurement for formal Change Order issue.
  • Validate invoices received against approved base contract/FCRs and site validate where necessary.
  • Assist with cost report preparation and provide input with contractor forecasting.
  • Provide justification for monthly variances in cost reports.
  • Create and update Contract Summaries on a monthly basis.
  • Create, maintain, and report earned value progress measurement for Contracts.
  • Update and track cash flow for both Capital and Expense, noting and explaining variances.
  • Review and comment on both the Master Schedule and Contractor specific work schedules.
  • Support close out of Contracts ensuring all supporting documentation is complete together with relevant back charges applied.
  • Complete Contractor & Vendor close out forms.
  • Lead Contractor evaluation review with project team.
  • Assist with other duties as needed.
