About The Position

The Project Controls Engineer is responsible for principal activities that consist of establishing and executing the enterprise project controls, scheduling, and work management framework for the full SMR program lifecycle. The Project Controls Engineer ensures schedule integrity, discipline work execution, and compliance with DOE-level Earned Value Management (EVM) rigor, enabling accurate performance tracking and informed decision making across this highly complex nuclear program.

Requirements

  • B.S. in Engineering, Construction Management, Project Management, or related technical discipline
  • PMP, PMI-SP, or equivalent project management or project controls certification
  • 5+ years of experience in project controls, planning, scheduling, or work management on large, complex engineering or capital projects.
  • Proficiency in Primavera P6 for development and maintenance of integrated, logic-driven schedules
  • Strong time management, problem solving, and organizational skills with proven ability to manage conflicting priorities
  • Must be eligible to work under DOE 10CFR Part 810
  • Experience developing schedules spanning design, regulatory/licensing, procurement, fabrication, and construction phases.
  • Experience supporting Earned Value Management (EVM) through schedule development, integration, and performance analysis.
  • Experience supporting nuclear, energy, or other highly regulated DOE or government programs.
  • Familiarity with U.S. NRC licensing processes and regulatory milestone scheduling.

Responsibilities

  • Develop, maintain, and control the Integrated Master Schedule (IMS) for the SMR program across all phases of the SMR lifecycle, from design through plant startup, and across multiple cross-functional departments.
  • Ensure accurate predecessor/successor logic and sequencing between interdependent activities performed by different organizations.
  • Coordinate between engineering, licensing, procurement, manufacturing, and construction to align schedules with technical maturity, regulatory milestones, and constructability constraints.
  • Adjust schedules based on actual progress, approved scope changes, or execution challenges, ensuring impacts to milestones and critical paths are clearly identified and communicated.
  • Track schedule progress and analyze variances against baseline plans to identify and manage schedule-driven risks and constraints.
  • Establish and enforce disciplined scheduling standards, including work breakdown structures (WBS), coding structures, calendars, logic development, and baseline control, to maintain realistic, executable plans that reflect actual field and engineering progress.
  • Integrate cost- and resource-loaded schedules structured to support schedule-driven DOE-compliant EVM reporting, including evaluating planned and earned value, assessing schedule variance and performance trends, and forecasting and preparing cost impact assessments, including support to Estimate at Complete (EAC).
  • Perform schedule risk and critical path analysis, schedule forecasting, and scenario (“what-if”) analysis to address technical, regulatory, cost, and schedule risks. This includes identifying schedule risks, constraints, and conflicts; performing Milestone confidence and sensitivity assessments; incorporating approved risk mitigation actions into the IMS and forecast; and communicating schedule risk exposure and confidence levels.
  • Coordinate with Project Management and Finance to align control accounts, work packages, budgets, schedule activities, and audit reviews.
  • Prepare and present schedule status reports, dashboards, and briefings for internal leadership and external stakeholders as required.
