Project Controls Director

Stellar Energy Global Infrastructure IncJacksonville, FL
$165,000 - $195,000Hybrid

About The Position

Stellar Energy Global Infrastructure (SEGI) is seeking a Project Controls Director responsible for establishing, leading, and continuously strengthening the integrated project controls function for turnkey EPC energy infrastructure projects. This is a dual hands-on and leadership role with a primary focus on operational excellence. The individual will improve and implement the company’s project controls tools, processes, standards, and reporting systems; build and lead a high-performing project controls team; and personally drive project controls execution—including Primavera P6 scheduling, cost estimating, cost control, and Earned Value Management—across multiple active projects. Drawing on deep experience from prior roles at energy infrastructure developers/owners, EPC contractors, or gas turbine OEM’s, the Director ensures accurate baselines, progress measurement, forecasting, change management, and performance visibility so that projects are delivered safely, on schedule, and within budget. This role combines the strategic responsibility of standing up a scalable project controls capability with direct, day-to-day ownership of controls performance on live power and industrial EPC work.

Requirements

  • Bachelor’s degree in engineering, Construction Management, Business, or related field from an accredited university
  • 12–15+ years of progressive project controls experience on EPC projects in thermal power generation or large-scale industrial infrastructure.
  • Demonstrated hands-on expertise in all core project controls disciplines: planning/scheduling, estimating, and operational cost control on multi-hundred-million-dollar EPC projects.
  • Expert-level proficiency with Primavera P6 is required, including schedule development, logic, coding structures, resource loading, baseline management, and progress updating on complex EPC projects.
  • Strong expertise in Earned Value Management (EVM) is essential, including development and application of EVM metrics, performance indices, forecasting, and variance analysis—is essential.
  • Proven ability to build or significantly improve project controls processes, tools, and systems, not just operate within an existing framework.
  • Experience both leading a project controls team and personally executing detailed controls work on live projects.
  • Experience integrating Primavera P6 and project controls data with SAP (or similar ERP systems) and implementing or optimizing project controls dashboards, reporting tools, and system integrations.
  • Strong analytical, communication, and leadership skills with the ability to influence cross-functional teams and present clear insights to senior management.
  • Must be authorized to work in the USA.

Nice To Haves

  • Prior experience at an EPC contractor.
  • Prior experience in combined cycle power generation.
  • Advanced degree or PMP/PSP/CCP.

Responsibilities

  • Establish and own the project controls framework: Design, implement, and continuously improve the tools, processes, standards, reporting templates, and systems used for planning, estimating, operational cost control, progress measurement, and performance reporting.
  • Lead and grow a high-performing project controls team—recruit, mentor, set expectations, and develop capability while remaining deeply engaged in day-to-day field and operational execution.
  • Serve as the lead project controls professional on critical data center, LNG, or international combined cycle power projects: personally develop and maintain schedules, support estimating, drive operational cost control and forecasting, manage change, and produce accurate performance reports.
  • Own the full project controls lifecycle—baseline development, progress measurement, Earned Value Management, variance analysis, project cash-flow, resource forecasting, risk quantification, and change management.
  • Develop, maintain, and govern project schedules in Primavera P6 from proposal through commissioning, ensuring logic, coding, resource loading, and schedule integrity meet company and client standards.
  • Lead estimating support for proposals and change orders, including quantity take-offs, unit rates, contingency, and risk allowances for power and industrial EPC scopes.
  • Partner with finance & accounting to establish robust cost control systems, budgets, and early-warning mechanisms; deliver clear, timely insights to project and executive leadership.
  • Interface closely with engineering, procurement, construction, commissioning, and commercial teams to maintain integrated and reliable project data.
  • Support proposal development and bid reviews with rigorous schedule and cost input.
  • Leverage AI to drive continuous improvement in tools, processes, and reporting (dashboards, BI, system integrations) leveraging existing systems: SAP S/4HANA, Procore, Primavera P6, Microsoft BI, etc.
