About The Position

The Project Controls Cost Analyst is capable of supporting multi-million dollar ($500M and above) mega projects for New Generation Capital Projects from Development through Execution. This position supports project teams as a crucial partner in areas of project budget maintenance, maintaining change management, milestone payments KPI’s, progress measurement and forecast analysis on a monthly reporting cadence. This position works with internal and external stakeholders within a highly matrix environment to provide analytical expertise to support project and portfolio management.

Requirements

  • B.S. in Finance, Accounting, Project Management, Construction Management or applicable course of study or equivalent work experience.
  • Capital Project development and execution cost analysis experience with an owner or contractor.
  • Understanding of commercial agreements and contracting strategies.
  • Analytical skill set with advanced knowledge of Microsoft Office: Word, Excel, PowerPoint.
  • Proficiency in ERP (Cognos, JDE, SAP etc), Power BI, Maximo, Power Plan, cost/forecasting tools (Ecosys, Oracle, Cura, etc).
  • Understanding of cost, schedule and risk alignment.

  • Knowledge of lump sum contracts.
  • Project Controls experience.
  • Knowledge of Entergy financial and accounting systems and processes.
  • Working knowledge of the regulatory agencies for which the projects will be governed. These include NERC/MISO/FERC/Public Service Commission/City Council, etc. where applicable.

Responsibilities

  • Support projects through multiple stage gates from Development through Delivery.
  • Establish and maintain cost baselines, cash and accrual forecasting models, accrual vs. spend analysis, maintain cost breakdown structures and ensure alignment with EPC contractual requirements.
  • Review EPC contractor costs including invoices, tax application/tariffs, potential change notices (PCN’s) and change orders (CO’s).
  • Maintain, monitor and publish monthly KPI’s related to EVM CPI metrics, baseline variance analysis, ETC, EAC, remaining contingency analysis, and Quantitative Risk Assessment (QRA).
  • Report findings and provide comments to the project team.
  • Identify cost risks and opportunities through the project life cycle, and manage these risks with the project team.
  • Provide clear insight into contingency allocation and trends to provide cost impact assessments for technical and execution decisions.
  • Track and trend contractors and owners actual costs and forecasts versus budget, identify variances and trends and recommend mitigation actions.
  • Utilize COGNOS, POWER BI, Maximo, and Power Plan to perform monthly forensic cost analyses, interpret the output and develop presentations from the data set (where applicable).
  • Demonstrate very good documentation, technical writing, and organization skills to effectively control documents availability and readiness for ROD requirements, prudency review, deposition hearings, filing for PSC, Change Order Process and or other legal requirements.
  • Display a solid understanding of Document Mgmt. Skill.
  • Demonstrate commitment to safety through active participation in safety meetings, safety inspections and field observations where applicable.
  • Be available to work additional hours, to work in alternate locations, and/or to perform additional duties in connection with storms, outages, emergencies, or other situations as deemed necessary by the company.
