About The Position

Lawrence Livermore National Laboratory (LLNL) is seeking a Project Controls Analyst – Scheduler to support the analysis of project cost and schedule data. This role involves assisting in the development and maintenance of resource-loaded schedules, collaborating with project managers and teams for planning, tracking, and reporting across multiple projects. The position applies project controls and Earned Value Management (EVM) methodologies to integrate cost, schedule, and performance data, ensuring accurate project progress tracking throughout the project lifecycle. This position is within the Project Management Office (PMO) and can be filled at either the TSS.2 or TSS.3 level, with additional responsibilities assigned at the higher level.

Requirements

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor’s degree in a technical, engineering, business, or related discipline; or equivalent combination of education and related experience.
  • Experience supporting project controls functions, including cost, schedule, and/or earned value management activities.
  • Working knowledge of project controls principles, including planning and scheduling, cost analysis, and performance tracking.
  • Experience using project controls tools such as Primavera (P6), MS Project, or similar scheduling systems, and proficiency with Microsoft Office (Excel, PowerPoint).
  • Demonstrated analytical and problem-solving skills with the ability to interpret data and support decision-making.
  • Effective verbal and written communication skills to collaborate with project teams and present technical or operational information.
  • Experience independently performing project controls analyses for moderately complex projects, including cost, schedule, and risk analysis (TSS.3 Level).
  • Experience developing and maintaining resource-loaded schedules and supporting forecasting activities, including Estimates at Completion (EACs) (TSS.3 Level).
  • Advanced knowledge of project controls and earned value management (EVM) methodologies and their practical application (TSS.3 Level).
  • Ability to analyze performance trends, identify variances, and provide recommendations to project teams (TSS.3 Level).
  • Experience contributing to the improvement of project controls processes, tools, or reporting methods (TSS.3 Level).
  • Ability to exercise independent judgment within established policies and practices (TSS.3 Level).
  • May provide guidance or informal mentoring to less experienced staff (TSS.3 Level).

Nice To Haves

  • Advanced Primavera P6 knowledge highly desired, including building and maintaining resource-loaded schedules, complex logic and coding structures, baselining, and progress updating.
  • Experience with risk analysis tools (e.g., Crystal Ball, ARM) or similar quantitative techniques.
  • PSP, PMI-SP, PMP, or other relevant project management certification.
  • Familiarity with DOE/NNSA project management or acquisition processes.
  • Experience working across the full project lifecycle, including baseline development, change control, and performance reporting.

Responsibilities

  • Analyze project cost and schedule data and provide project controls inputs to support project decision-making across multiple projects within a portfolio.
  • Assist in developing and maintaining resource-loaded schedules, including activity definition, durations, logic, resource assignments, and forecast updates in coordination with project managers and project teams.
  • Apply established project controls and Earned Value Management (EVM) methodologies to support planning, tracking, reporting, and performance analysis and escalate emerging issues to the project team.
  • Monitor project performance, including cost and schedule trends, variance analysis, and identification of impacts to key milestones using standard quantitative techniques.
  • Prepare and maintain project controls reports and presentations, integrating cost, schedule, and performance data.
  • Support the implementation and maintenance of project controls systems, tools, and processes to ensure data integrity, compliance, and effective change control.
  • Coordinate with project teams to collect progress data, support forecasting activities, and analyze historical data for planning and benchmarking.
  • Participate in project meetings and contribute to continuous improvement of project controls processes, tools, and reporting.
  • Perform other duties as assigned.
  • Independently perform cost, schedule, and risk analyses for moderately complex projects using established methodologies (TSS.3 Level).
  • Serve as the primary project controls/scheduling point of contact for assigned projects (TSS.3 Level).
  • Develop and update resource-loaded schedules and ensure alignment with project scope and objectives including establishing/maintaining schedule coding structures and baselines under approved change control (TSS.3 Level).
  • Evaluate schedule performance and trends, including critical path analysis and forecast assessments (TSS.3 Level).
  • Support development of Estimates at Completion (EACs) and assess forecast accuracy (TSS.3 Level).
  • Identify and analyze potential risks and support development of mitigation strategies (TSS.3 Level).
  • Provide recommendations to project teams based on analysis of cost and schedule data (TSS.3 Level).
  • May provide guidance or informal mentoring to less experienced staff (TSS.3 Level).
