About The Position

The Project Controls Analyst II will assist in the overall allocation, budgeting, planning, scheduling, and reporting for projects within the Authority's Capital Investment Plan (CIP) to achieve on-budget and on-time performance.

Requirements

  • A Bachelor's degree from an accredited institution in Engineering, Construction Management, or Business Administration.
  • Two (2) years of experience in project administration or coordination duties, supporting a large department or group in project controls, financial reporting, and project management.
  • Highly organized and able to manage time, resources, with an exceptional ability to handle multiple projects simultaneously.
  • Understanding of Project Budgets, Change Management, Earned Value, Cost, and Schedule management associated with major project execution.
  • Experience using Primavera P6 or other scheduling software.
  • Strong analytical and problem-solving skills.
  • Strong attention to detail.
  • Excellent communication, analytical, and presentation skills with the ability to influence people at all levels of the organization, both vertically and horizontally.
  • Ability to learn quickly, take direction, and work independently, and to use creative, collaborative, and consultative approaches to resolve issues.
  • Expertise in Excel, and PowerPoint including Pivot Tables and large data sets.
  • A high school diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement.
  • An associate’s degree from an accredited institution and an additional three (3) years of directly related experience substitutes for the bachelor’s degree requirement.
  • Ability to effectively read, comprehend, communicate, and respond to instructions, orders, signs, notices, inquiries, etc. in English.
  • Be at least eighteen (18) years of age, except if participating in an approved high school internship / co-op program.
  • Ability to commute to assigned work locations in the Boston, MA metro area, as required by the role.
  • Ability to provide internal and external customers with courteous and professional experiences.
  • Ability to work effectively, independently, and as part of a diverse workforce team (or supervise, if required).
  • Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co-workers.
  • Ability to adhere to rules, regulations, collective bargaining agreements (if applicable), and policies of the MBTA, including the EEO, anti-discrimination, anti-harassment, and anti-retaliation policies.

  • Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and / or medical Clinic screening, potentially including physical examination and drug and alcohol screenings.
  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service.
  • Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op.
  • Additionally, interns / co-ops must have valid work authorization and U.S. Social Security Number prior to starting pre-employment screenings / pre-boarding, working in their positions, and throughout the duration of their program.
  • All employees must be legally authorized to work in the United States and on an unrestricted basis.
  • The MBTA does not have an employer work sponsorship program.

Nice To Haves

Responsibilities

  • Assist with the development of project budgets, cash flow projections, and estimate at completion (EAC) projections.
  • Perform budget monitoring, including trending and change management.
  • Provide QA/QC review of all project budget/cost-related data.
  • Assist with preparing project schedules at the Master Schedule and Summary Schedule levels.
  • Assist with review and analysis of project schedules, assisting Project Managers with monitoring project schedules against actual progress, comparing baseline and report progress against the schedule, and forecasting impacts of proposed schedule changes.
  • Assist Project Managers with workaround and mitigation strategies for implementation by contractors.
  • Review schedules to determine designer and construction contractor compliance with the scheduling requirements included in their contract.
  • Prepare schedule analysis reports.
  • Assist the Project Manager with schedule communications to internal stakeholders and external contracted parties.
  • Assist Project Managers in coordinating proposed schedules with various MBTA Departments to ensure compatibility between all departments.
  • Analyze project performance data for risk trends.
  • Review construction contractor requests for extension in contract time.
  • Assist with monitoring project progress status for earned value analysis.
  • Assist Project Managers with Risk Reallocation and Contingency management.
  • Coordinate and participate in risk analysis, constructability, and value engineering workshops.
  • Assist with preparing Program and Project level reporting on a Quarterly and Monthly basis.
  • Developing materials for public input, including high-quality charts, tables, and presentations.
  • Perform assigned tasks involving data cleaning, data analysis, qualitative and quantitative analysis, and writing and proofreading presentations and project reports.
  • Respond to each inquiry, whether from a customer, vendor, or co-worker courteously and professionally consistent with the Authority’s customer service quality standard.
  • Assist with preparing and monitoring task orders.
  • Perform related duties and projects as assigned.
  • Additional responsibilities may include focus on one or more departments or locations.
