About The Position

The Project Contract Manager will work collaboratively with enterprise-wide City Departments to assist with project and contract management for facilities, roads, and utilities. The position may also include working with external partners on special projects and as a liaison for City Departments. The Project Contract Manager will be responsible for reviewing contract documents, procurement methods, and tracking project deliverables. In addition, the Project Contract Manager is responsible for preparing project reports for Executive Leadership. The position will be working side by side with engineers, contractors, architects, vendors, and clients. This position will report directly to the EPMO Director.

Requirements

  • High school graduation or GED plus four years of experience in contracts review and management
  • Valid Texas Driver’s License
  • Ability to recognize and resolve problems such as bad grammar, type of procedure to apply, where to refer call or correspondence without specified destination
  • Ability to select work methods among approved routines, set priorities, or sequence tasks within established schedules
  • Ability to interpret available options to apply to non-standard situations
  • Ability to calculate amounts due, using some judgment
  • Ability to receive and process larger amounts
  • Ability to monitor budget and bring problems to the attention of a supervisor
  • Ability to interact with the public or other organizations, requiring cooperation, courtesy, and tact when dealing with moderately difficult or sensitive issues
  • Ability to use office equipment, supplies, and a City vehicle
  • Must successfully pass a Drug & Alcohol and a physical examination and a Background Check

Responsibilities

  • Reviewing contract documents
  • Reviewing procurement methods
  • Tracking project deliverables
  • Preparing project reports for Executive Leadership
  • Working with architects/engineers and City departments to ensure project delivery
  • Collaborating with City Departments to develop and maintain reports across various projects
  • Collaborating with the City of Brownsville Procurement Department to ensure completeness of bid packages
  • Checking the scope, amount, accuracy, and completeness of all proposals
  • Recommending procurement methods that best fit the project scope to City Departments
  • Performing other duties as assigned
