About The Position

The Appalachian Regional Commission (ARC) is seeking a highly organized and collaborative team player to join its Office of General Counsel as a Project Compliance Analyst. This role performs a highly coordinative and advisory function on all aspects of project compliance review for applications for ARC assistance. The Project Compliance Analyst will serve as the primary liaison between Project Compliance and Program staff, providing authoritative technical assistance and guidance consistent with ARC policies and practices. The position works under the general direction of the Project Compliance Program Manager and reports to the General Counsel.

Requirements

  • Adept knowledge of federal grants management laws, regulations, and best practices, including OMB Uniform Guidance.
  • Strong ability to perform project compliance reviews of grant applications, cooperative agreements, amendments, and awards.
  • Solid knowledge in applying rules, policies, procedures, processes, and methods governing the evaluation of grant applications for ARC assistance, including financial components.
  • Ability to facilitate and engage diverse groups and individuals, including federal, state, and local partners, obtaining a resolution in a consultative and collaborative manner.
  • Strong attention to detail and ability to review high volumes of documentation.
  • Demonstrated knowledge of grants management lifecycle to evaluate applications for legal sufficiency, regulatory compliance, and financial integrity.
  • Bachelor's degree required.
  • 3-5 years of relevant experience in federal grant management, compliance, audit, or a comparable private-sector compliance function.
  • Core competencies: accountability, adaptability, collaboration, communication, and critical analysis.
  • Ability to thrive in a collaborative environment bringing an energetic and innovative approach to the work.
  • Successful completion (prior to hire) and maintenance of background security review.
  • U.S. citizenship required.
  • Minimal travel is needed (10%).
  • Must possess and maintain a valid driver’s license.

  • A degree in accounting, finance, business or public administration, law, or a related field is preferred.

Responsibilities

  • Perform project compliance reviews of grant applications, cooperative agreements, amendments, and awards.

  • Apply rules, policies, procedures, processes, and methods governing the evaluation of grant applications for ARC assistance, including financial components.
  • Facilitate and engage diverse groups and individuals, including federal, state, and local partners, to obtain resolutions in a consultative and collaborative manner.
  • Review high volumes of documentation with strong attention to detail.
  • Evaluate applications for legal sufficiency, regulatory compliance, and financial integrity.
  • Provide technical assistance and guidance consistent with ARC policies and practices.
