This position is within the Minority Business Enterprise Compliance Office. The Programming Services Officer will assist the head of a department, agency, or division by relieving them of complex duties involved in the development, management, reorganization, and/or operation of a departmental/divisional program that provides services to employees and/or the public. The role involves acting as a program supervisor, managing services, and monitoring for effectiveness and efficiency. The officer will study and analyze operational procedures, prepare reports with findings and recommendations, and establish the scope and detail of proposed programs. Responsibilities include coordinating work flow, reassigning resources as needed, reviewing and evaluating state and federal laws, rules, and regulations for compliance, and determining the effectiveness of policies and procedures, initiating alterations as necessary. Public relations duties include preparing news releases, writing and delivering speeches, and meeting with community groups. The role also involves assisting with administrative tasks and research for the agency's annual budget. Additionally, the position performs complex technical, analytical, and evaluative work in programs designed to ensure equal opportunity compliance in all aspects of state and federal programs, preparing internal and external reports. Specific duties include conducting investigations and reviews of Disadvantaged Business Enterprises (DBEs), Minority Business Enterprises (MBEs), and Women Business Enterprises (WBEs), monitoring their participation in procurement, and preparing annual external participation reports. The role involves using and maintaining photographic equipment, assisting in report preparation for various entities, and investigating complaints concerning violations of DOT regulations or state policies. The officer will be responsible for following and interpreting federal and state legislation concerning certification programs and enforcement, coordinating efforts with other state departments, the federal government, and citizen groups. The position is responsible for total planning, program development, and research for departmental programs to coordinate them internally and with other agencies, improve existing programs, and create new ones for better public service. This includes coordinating current and proposed programs with other state departments, acting as a liaison with local governments and community groups, and evaluating existing programs for expansion, modification, or elimination. The role involves drafting reports and reviewing material for the director regarding program development. Furthermore, the position performs advanced professional-level tasks in the analysis, research, and evaluation of business and technology functions, working closely with IT staff and vendors to analyze and formulate information systems procedures and controls. This includes taking a lead role in testing scenarios and test plans for quality assurance, reviewing test results, interfacing with vendors and other agencies, mentoring lower-level staff, leading project teams, ensuring timely issue identification and resolution, independently developing and executing training, developing functional procedures and documentation, and providing support and guidance to Prism users, troubleshooting problems, and acting as a systems administrator for the Prism system.
