About The Position

The Opportunity WSDOT is seeking a skilled Transportation Engineer 4 to serve as the Programming Engineer in Spokane, WA. In this role, you will develop projects that improve and preserve regional transportation assets for inclusion in the statewide Capital Improvement Preservation Program. This position will apply specialized training, broad engineering experience, and professional judgment to analyze complex programming, engineering, and project scoping issues while working independently and applying sound judgment. Through this work, the position helps advance effective, strategic investments that support the long-term preservation and performance of Washington’s transportation system.

Requirements

  • Program Coordination & Strategic Planning: Coordinate multi-disciplinary planning activities, evaluate program content and prioritization to support organizational goals. Independently determine methods, schedules, and resource allocation within established budget and timeline requirements.
  • Information Collection, Analysis & Prioritization: Ability to gather and synthesize project scoping information while interpreting engineering calculations to support sound technical decision-making and validate solution feasibility.
  • Problem Identification & Solution Development: Ability to identify system deficiencies through data analysis and field insights, determine appropriate investigation needs, and develop technically sound solution options with clear recommendations for leadership review.

Nice To Haves

  • Technical Systems & Data Tools: Skills to accurately input, maintain, and manage project information in Agency software systems including Capital Connect (CC), Unifier, WSPMS, TRAINs 4.0, and HATS.
  • Project Time Management: Experience estimating and scheduling complex transportation engineering projects.

Responsibilities

  • Coordinate the biennial Eastern Region construction program with the region and through headquarters disciplines.
  • Review the content and prioritize tasks for the Eastern Region construction program.
  • Independently make all decisions about the required work within the schedule and budget provided.
  • Determine which locations to investigate and develop a menu of solutions for the existing issue.
  • Ensure proper coordination with region programs and project office.
  • Input data into various computer programs including Capital Connect (CC) and Unifier.
  • Be responsible for scoping all potential improvement projects and a portion of the preservation projects in the Region.
  • Coordinate Regional and Headquarters priorities and scoping.
  • Assist Region Administrator and other managers in the Region and Headquarters for special projects.
  • Collect and share information related to scoping and prioritization.
  • Plan, develop, schedule, estimate, and coordinate project summary development and scoping for other Regions as requested.
