The Civil Engineering Programmer BCAMP Manager is responsible for Project Programming and managing the Base Comprehensive Activity Management Plan (BCAMP). This role involves overseeing base prioritized asset investments, including capacity, reliability, security, operations, maintenance, and renewal projects, to ensure a cost-effective, sustainable program and quantify risk for mission readiness. This is a full-time, onsite role at Maxwell Air Force Base in Montgomery, Alabama.

Requirements

  • Bachelor of Science in Planning, Engineering or Architecture.
  • Microsoft Suite proficiency required.
  • Able to complete WMGT 422, 331, Activity Management; WENG 400 and 500.
  • Ability to acquire and maintain government identification/common access card.
  • Ability to deal with a variety of people in a professional, courteous manner in diversified situations.
  • Valid state Driver’s License with acceptable driving record pertinent to the position.
  • Ability to successfully pass any background checks and/or drug testing required on the contract.
  • Must be able to read, write and speak English.
  • U.S. Citizenship.
  • Ability to obtain access to U.S. Government Installations through the Defense Biometric Identification System (DBIDS).

Nice To Haves

  • Three (3) years Air Force experience in Civil Engineering programming desired

Responsibilities

  • Provide necessary documentation to acquire the authority, resources, and funding necessary to accomplish the planned work.
  • Develop and update appropriate programming documents (e.g., DD Forms 1391, etc.) for all MILCON projects submitted for current fiscal year plus seven (7) future years.
  • Compile project requirements and appropriate programs. Develop project programs and determine facility requirements from Base General Plan/Installation Development Plan, CE Work Request, BCAMP, and other data sources.
  • Classify work correctly and obtain project approval from the authorized authority. Submit programs through the Facility Base Working Group(FBWG)/Facility and Space Utilization Board(SPUB) to obtain approval.
  • Compile, develop, and maintain comprehensive, complete requirements documents and cost estimates that facilitate the planning, programming, design, and construction of facility projects.
  • Obtain all required coordination and approval. Manage and maintain current, accurate data in NexGen IT and all other government-mandated data systems for all facility programs.
  • Complete accurate project programming indicating refined, identified, and validated project scopes and cost estimates.
  • Identify project scopes and all validate project requirements are included.
  • Develop programming cost estimates and maintain documentation with each project.
  • Submit wing-approved programs and project data as requested to HHQs.
  • Advocate for approved programs.
  • Provide planning, programming, and engineering support to HHQs actions for example, site surveys, process action teams, and site activation task forces engaged in facility assessments, the bed-down of new missions, the realignment of existing missions, and similar activities.
  • Participate in design charrettes/reviews and provide written comments by all involved disciplines.
  • Identify, advocate and process base requirements annually through the Air Force Central Task Order (CTO) process.
  • Effectively coordinating several projects simultaneously.
  • Communicating effectively orally and in writing.
  • Completing all mandated training requirements per government and management directives.
  • Timely and cost-effective performance of duties.
  • Dealing with a variety of people in a professional, courteous manner in diversified situations.
  • Adherence to established company operating policies, procedures and accepted industrial practices.
