About The Position

The Programmer Analyst provides technical programming, systems analysis, and data support services for Legal Programs and the Executive Office for United States Attorneys (EOUSA). This role is responsible for analyzing user specifications and requirements, developing and maintaining programs, reviewing and analyzing data, and supporting reporting and data integrity initiatives. The position involves working on large-scale and complex projects, requiring independent analysis, development of technical solutions, testing, troubleshooting, and maintaining accurate technical documentation. Additionally, the role supports the creation and maintenance of spreadsheets, tracking tools, and management reports for monitoring assignments, analyzing information, and aiding operational decision-making. The successful candidate needs strong analytical skills, attention to detail, technical proficiency, and professional communication abilities when interacting with Legal Programs management, USAO personnel, Government personnel, and office staff.

Requirements

  • Possess a bachelor’s degree in a related area or a recognized certification relevant to the task area. An associate’s degree plus an additional two years of relevant work experience, or an additional four years of relevant work experience, may be substituted for the degree requirement.
  • Four (4) to six (6) years of experience in the field or in a related area performing systems analysis, development, and implementation for business, mathematical, engineering, or scientific settings using a variety of information technology resources.
  • Experience analyzing user specifications and requirements and translating them into technical solutions.
  • Experience developing, testing, debugging, maintaining, and documenting programs.
  • Experience retrieving and analyzing data and information from multiple sources.
  • Experience creating and maintaining spreadsheets, reports, and data-tracking tools.
  • Ability to work independently and efficiently, with guidance from a supervisor and team members.
  • Ability to retrieve, compile, and analyze data and information from multiple sources.
  • Strong attention to detail and knowledge of quality control techniques to ensure accuracy.
  • Ability to deliver a high-quality product while working under pressure and meeting deadlines.
  • Strong systems analysis, problem-solving, organizational, and time-management skills.
  • Ability to communicate technical information clearly to technical and non-technical stakeholders.
  • Excellent written and oral communication skills.
  • Ability to work professionally and collaboratively with Government personnel, management, clients, and team members.
  • Proficiency with spreadsheet applications and other tools used for data analysis, reporting, and assignment tracking.

Responsibilities

  • Analyze user specifications, business requirements, and technical requirements to determine appropriate programming and system solutions.
  • Encode, develop, test, debug, and document programs supporting large-scale and complex projects.
  • Revise, maintain, and update existing programs and associated technical documentation as requirements change.
  • Retrieve, compile, and analyze data and information from multiple sources.
  • Create and manipulate spreadsheets, reports, trackers, and other displays to monitor assignments and support the review and analysis of management information.
  • Perform quality control reviews to ensure the accuracy, completeness, and integrity of programs, data, reports, and related work products.
  • Identify technical or data-related issues and assist with developing appropriate resolutions.
  • Maintain clear and accurate program, process, and technical documentation.
  • Manage multiple assignments while meeting established project deadlines and quality standards.
  • Communicate in a professional and courteous manner with Legal Programs management, USAO personnel, other Government personnel, and office staff.
  • Work independently while collaborating effectively with supervisors, technical staff, and other team members.
  • Adhere to all applicable Legal Programs and EOUSA professionalism and conduct requirements.
  • Perform other related duties within the scope of Data Integrity and Analysis support services as assigned by the Contracting Officer (CO) or their designee.
